Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with TDI-Brooks International, College Station, TX, under the authority of FAR 13.106-1(b) Soliciting From a Single Source, to collect 10,000 mussels by hand from Boston Harbor, specifically Dorchester Bay, at low tide ? to include cleaning, packaging, and shipping to Charleston, SC. This is a sole source requirement as the contractor previously collected the mussels and already possesses knowledge of all protocols which must be adhered to during the collection process. The specimens collected during this round will be compared to previously collected specimens in support of a Standard Reference Material, as was the last round of mussels collected by TDI-Brooks. Furthermore, the contractor has a current permit issued by the State of Massachusetts for collecting mussels from the specified site. A fixed price purchase order will be issued on or about April 8, 2004 with a thirty day performance period. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition. To be eligible for award, offerors must be registered with the Central Contactor Registry: www.ccr.gov See Note 26.
