Description
The U.S. Department of Education intends to make a sole source award to Mathematica Policy Research (MPR) to complete the ongoing evaluation of the federal Upward Bound program. Upward Bound is one of the largest and longest running federal programs designed to help economically disadvantaged students prepare for, enter and succeed in college. The contractor shall collect postsecondary transcripts, analyze survey and transcripts, and write the final Upward Bound report for the 5th follow up of the current evaluation. The previous contract was awarded for a 5-year period. That contract was extended due to the increasingly difficult nature of gaining cooperation from respondents. In order for the study to be effective a high response rate was needed, the contract was extended in order to allow for more time to get the required response rates. The extended time period still did not allow for the final components of the evaluation to be completed. This new procurement is a follow-on activity for the continued evaluation of the Upward Bound program that is inextricably related to two of the previous contracts. The evaluation of the Upward Bound program will not be complete without the final data collection, analysis and reporting accomplished through this procurement. This is not a request for proposal. However, all interested parties should submit at letter of interest and capabilities statement by the closing date in the notice. If any other capable, responsible sources are found, this procurement will be opened for full and open competition. See Numbered Note 22.
