- Federal Student Aid (FSA) has completed its market research on training registration systems/services, including conversations with select companies who submitted information in response to our Request for Information that was posted February 2-6, 2004. This solicitation notice is requesting quotes for a commercially available registration software, service, or other solution to replace FSA's current external registration system and meets the technology, training management, and user registration needs of the External Training Branch. The External Training Branch is an organizational component of the U.S. Department of Education's Federal Student Aid office, and is responsible for the development and delivery of training for financial aid professionals at postsecondary institutions. Instructor-led training sessions and workshops are conducted at dozens of locations across the United Stated throughout the year. Real-time, synchronous learning events also are conducted at various times throughout the year. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.603, as supplemented with additional information included in this notice. This announcement requests quotations and constitutes the only solicitation; a paper solicitation will not be issued. The solicitation will be distributed solely through the Government-Wide Point of Entry, www.fedbizopps.gov. Request for Quotation number EDOFSA-04-000375 shall be referenced on any quotation. The NAICS code is 541519 with a business standard of $21.0 million dollars. This solicitation is under the Simplified Acquisition Procedures (SAP) for Small Business Set-Aside. All future information about this acquisition including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. This contract action will result in a Firm Fixed Price Purchase Order. Quotes must address the following needs: FSA Training Registration requirements, including: (1) Capacity to schedule, populate, and track up to 8 training series annually, with as many as 100 workshop registration events per series, with events occurring over the course of 2-3 months for each series; and (2) Capacity to register a projected 8,000-10,000 individuals annually. User Registration requirements, including: (1) Registration site must be 508-compliant (accessible to disabled users); (2) Registration site must be accessible via the web and compatible with common desktop browsers; (3) Registrant data collection to include contact data and parent institution information, and special (disability) needs; and (4) Registrants must be able to view registration information at a later date and update/modify data or cancel attendance. Technology requirements of the registration management system, including: (1) Capability for FSA staff to create and update event data (such as location and date of event); (2) Capability for FSA staff with password access to send a single e-mail message to all registrants for a particular event (for instance, with directions to that site); (3) Capability to produce simple reports, such as number of registrants per event location, and a list showing registrants and their information for a specific event; and (4) Registration management area of site must be 508-compliant (accessible to disabled users). Offerors are to provide access to a demonstration site accessible via Internet Explorer 6.0 from FSA which demonstrates the functionality outlined in this solicitation. Offerors are to explain the process and timeframe to transition and implement the solution they propose. The Government intends to issue a purchase order for the above items to the responsible vendor whose quote conforms to the solicitation and is determined to be the best value to the Government. The following factors shall be used to evaluate quotes: (1) technical (does the product/service meet security, performance, capacity, accessibility, functionality, and availability requirements?), (2) past performance, including relevance and customer satisfaction, and (3) price. The technical evaluation and past performance combined are more important than price, but as technical quotations converge, price becomes more important. The contracting officer will determine if any difference in technical merit warrants a difference in price. The evaluation will be based on information provided by the vendor. The Government is not responsible for locating or securing any information which is not identified in the quotation, but may do so at its discretion. Offerors are required to submit at least three references for evaluation of past performance of same or similar services or items which have been successfully completed by the offeror within the past two (2) years. Please carefully review the commercial item clauses for information about requirements and instructions for submitting a quotation. Quotations that do not include prices for all items will not be considered. The following provisions and clauses apply to this procurement: Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offeror- Commercial Items (OCT 2000); FAR provision 52.212-2, Evaluation-Commercial Items (JAN 1999) - Award will be made to the responsible offeror whose offer is considered to be most advantageous to the Government using the evaluation factors as referenced above. The Government reserves the right to award without discussions; FAR provision 52.212-3, Offeror Representations and Certification-Commercial Items (JAN 1999) - all offerors shall include a completed copy of this provision with their quote; FAR clause 52-212-4, Contract Terms and Conditions- Commercial Items (FEB 2002); FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (APR 2003) - in paragraph (b) the following clauses apply: FAR 52.219-6, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-3 Alternate I, 52.225-13, 52.225-15, 52.232-34, 52.239-1. Clauses incorporated by reference may be accessed in full text at www.arnet.gov. All quotes from responsible sources will be considered. Technical portion of Quotes shall be no longer than ten (10) pages in length; two-page description of effort and contact information shall be provided for each Past Performance reference. Quotes exceeding the foregoing limitations will not be considered. However, the above page limitations do not include pages necessary to complete clauses or provisions listed above, such as FAR provision 52.212-3. All quotes shall be submitted to Deborah.Wrabley@ed.gov no later than 1:00 p.m. on Monday, March 29, 2004. The quote shall be clearly marked RFQ EDOFSA-04-000375. No other method of submission will be accepted.
