- THE NATIONAL INSTITUTE OF ENVIRONMENTAL HEALTH SCIENCES (NIEHS), NATIONAL INSTITUTES OF HEALTH, INTENDS TO SOLICIT PROPOSALS FOR THE PURPOSE OF A VARIETY OF PATHOLOGY SUPPORT SERVICES FOR TOXICITY AND CARCINOGENICITY STUDIES ANTICIPATED TO BE STARTED BY THE NATIONAL TOXICOLOGY PROGRAM AS IN-HOUSE PROJECTS OR THROUGH OTHER CONTRACT LABORATORIES; TECHNICAL ASSISTANCE AND/OR SUPERVISION FOR NECROPSY OF RESEARCH ANIMALS FROM SOME IN-HOUSE AND CONTRACT STUDIES; AND EVALUATION OF PATHOLOGY MATERIALS (WET TISSUES, BLOCKS, SLIDES), HISTOPATHLOGICAL INTERPRETATION FOR PROGRAM -RELATED AND INTRAMURAL STUDIES, AND PEER REVIEW (PATHOLOGY WORKING GROUP AND QUALITY ASSESSMENT) EVALUATION OF PATHOLOGY DIAGNOSES COMPARED WITH HISTOLOGICAL SLIDES. SPECIFICALLY, THE CONTRACTOR SHALL PERFORM THE FOLLOWING TASKS: 1) PATHOLOGY WORKING GROUP (PWG) REVIEW. USUALLY CONDUCTED AT THE NIEHS FOR NTP SUBCHRONIC(13-WEEK EXPOSURES), CHRONIC (2-YEAR EXPOSURES) AND GENETICALLY MODIFIED MODEL STUDIES(26-OR39- WEEK DURATION PERFORMED IN GENETICALLY ALTERED MOUSE STRAINS) AND FOR IN-HOUSE NIEHS STUDIES UNDER THE DIRECTION OF THE PROJECT OFFICER. ENCOMPASSES A THOROUGH REVIEW OF ALL PATHOLOGY AND TOXICOLOGY DATA, TARGET TISSUES, POTENTIAL TREATMENT-RELATED LESIONS AND OTHER SELECTED TISSUES AND LESIONS FROM A STUDY BY AN APPROPRIATELY TRAINED AND QUALIFIED PATHOLOGIST, WITH SUBSEQUENT SELECTION AND PREPARATION OF RELEVANT DATA FOR A PWG PANEL REVIEW IN CONSULTATION WITH AN NIEHS PATHOLOGIST ASSIGNED TO THE STUDY. 2)NECROPSY, HISTOLOGY, AND HISTOPATHOLOGICAL INTERPRETATION. CONDUCTED AT DESIGNATED LABORATORIES OR AT GOVERNMENT INSTALLATIONS. NECROPSY PROCEDURES MAY INCLUDE BLOOD COLLECTION, WHOLE BODY OR ORGAN PERFUSION FOR ULTRA-STRUCTURAL EXAMINATIONS, RAPID FREEZING OF VARIOUS TISSUES, RADIOGRAPHY AND ACQUISITION OF DIGITAL OR PHOTOGRAPHIC FILM IMAGES OF GROSS LESIONS. HISTOLOGY REQUIREMENTS SHALL INCLUDE THE FOLLOWING: TISSUE, TRIMMING, PROCESS AND PARAFFIN EMBEDDING, MICROTOMY AND HISTOCHEMICAL STAINING OF RODENT AND/OR HUMAN TISSUES TO PRODUCE HIGH-QUALITY TISSUE SECTIONS MOUNTED ON GLASS HISTOLOGY SLIDES, ETC. 3) EVALUATION OF PATHOLOGY MATERIALS. PERFORM REVIEWS OF STUDIES STORED IN THE NTP ARCHIVES FOR SPECIFIC SPONTANEOUS OR CHEMICAL-RELATED LESIONS, DEVELOP GRADING CRITERIA FOR NON-NEOPLASTIC AND NEOPLASTIC LESIONS, PARTICIPATE IN SCIENTIFIC OR HISTOPATHOLOGY CONFERENCES, AND PREPARE MATERIALS FOR REVIEW BY NIEHS STAFF, ETC. SITE VISITS TO CONDUCT ON-SITE TRAINING IN NECROPSY OR HISTO-TECHNIQUE OR OTHER SPECIALIZED PROCEDURES AT DESIGNATED LABORATORIES MAY BE REQUIRED. 4) SPECIALIZED PATHOLOGY EVALUATIONS. PERFORM A VARIETY OF MORE SPECIALIZED AND SOPHISTICATED TECHNIQUES IN CELLULAR AND MOLECULAR PATHOLOGY/BIOLOGY ON PATHOLOGICAL SPECIMENS. DEVELOP, ADAPT, REFINE AND APPLY NEW TECHNIQUES IN CELLULAR AND MOLECULAR PATHOLOGY/BIOLOGY AND SUCH AS GENOTYPING DNA SEQUENCING, IN SITU HYBRIDIZATION, DNA AND RNA ISOLATION AND AMPLICATION, REAL-TIME AND QUANTITATIVE PROLIFERATIVE CHAIN REACTION, IN SITU PCR TO MEET THE IMMEDIATE NEEDS OF THE NIEHS. MAY BE REQUIRED TO DEVELOP, ADAPT, REFINE AND APPLY NEW STATE-OF-THE-ART SPECIAL TECHNIQUES OR PROCEDURES FOR INVESTIGATING CHEMICALLY-INDUCED TOXICITY AND/OR CARCINOGENICITY TO ACCOMMODATE THE CHANGING AND FUTURE NEEDS OF NIEHS PROGRAMS. 5) SPERM FLUORESCENCE IN-SITU HYBRIDIZATION (FISH) ANALYSIS. CONDUCT SPERM FISH ANALYSIS FOR NTP TOXICITY STUDIES. PROBE PREPARATION, HYBRIDIZATION OF SLIDES, SCORING OF SLIDES, DATA ANALYSIS AND REPORT PREPARATION. 6) PREPARATION OF MATERIALS FOR PUBLICATION OR SCIENTIFIC PRESENTATION. PREPARE MANUSCRIPTS, PLATFORM/POSTER PRESENTATIONS, AND EDUCATIONAL MATERIALS OF SIGNIFICANCE IN TOXICOLOGIC PATHOLOGY ON BEHALF OF NIEHS SCIENTISTS FOR PUBLICATION IN THE PEER REVIEWED SCIENTIFIC LITERATURE. 7)ON-SITE HISTOTECHNOLOGIST(S). PROVIDE A FULL TIME HISTOLOGIST/HISTOTECHNICIAN ON SITE AT NIEHS FACILITIES. ON-SITE PERSONNEL SHALL PERFORM ALL ASPECTS OF PREPARING HIGH QUALITY AND HISTOLOGIC SLIDES FROM RODENT AND HUMAN TISSUES INCLUDING TISSUE TRIMMING, PROCESS, EMBEDDING, CICROTOMY AND HISTOCHEMICAL STAINING, AND COVER SLIPPING. 8) SUPPORT FOR CLINICAL STUDIES. SUPPORT SERVICES TO INCLUDE: PACKAGING AND TRANSPORT OF COLLECTED SAMPLES TO THE CONTRACTOR LABORATORY FOR STORAGE, HISTOLOGICAL PROCESSING AND SPECIAL TECHNIQUE ANALYSIS SUCH AS DNA/RNA ISOLATION; PATHOLOGICAL AND HISTOLOGICAL SUPPORT AND DATA ENTRY OF STUDY RELATED INFORMATION. 9)DATA ENTRY. PATHOLOGY DATA GENERATED FROM THE INITIAL HISTOPATHOLOGICAL EVALUATION OF PROTOCOL-REQUIRED TISSUES FROM PROGRAM STUDIES, AND THE PEER REVIEW OF SUCH STUDIES SHALL BE ENTERED INTO A COMPUTER PROGRAM SPECIFICALLY PROVIDED FOR THIS PURPOSE. DTHE CONTRACTOR SHALL ENTER CORRECTIONS TO THE ANATOMIC PATHOLOGY DATA INTO TOXICOLOGICE DATA MANAGEMENT SYSTEM (TDMS) TO INCLUDE THE FINAL CORRECTED DIAGNOSES. 10)ON-SITE ELECTRON MICROSCOPIST. PERFORM ALL ASPECTS OF PREPARING HIGH QUALITY ELECTRON MICRON MICROGRAPHS FROM RODENT AND HUMAN TISSUES INCLUDING TISSUE TRIMMING, FIXATION, DEHYDRATION, CLEARING AND INFILTRATION, EMBEDDING, PREPARATION OF THICK AND THIN SECTIONS AND DIGITAL CAPTURE OF PERFORMING MICROTOMY AND HISTOCHEMICAL STAINING, AND COVER SLIPPING FOR ULTRASTRUCTURAL EVALUATION. THE ESTIMATED PERIOD OF PERFORMANCE IS TEN (10) YEARS. THE NORTH AMERICAN INDUSTRY CLASSIFICATION CODE (NAICS) IS 541710. THE GOVERNMENT INTENDS TO AWARD THREE CONTRACTS TO PERFORM THIS WORK. ONE CONTRACT WILL BE AWARDED UNDER FULL AND OPEN COMPETITION, AND TWO (2) CONTRACTS WILL BE AWARDED AS A SMALL BUSINESS SET-ASIDE. THE SMALL BUSINESS SET-ASIDE SIZE STANDARD IS 500 EMPLOYEES OR LESS. ONE OF THE TWO SMALL BUSINESS SET-A-SIDES (CONTRACT THREE) WILL ONLY PERFORM TASKS 1, 2,AND 9 FROM ABOVE. THE GOVERNMENT ESTIMATES APPROXIMATELY 188,810 DIRECT LABOR HOURS WILL BE NEEDED TO PERFORM CONTRACT ONE AND TWO EACH. IT IS ESTIMATED THAT APPROXIMATELY 34,000 DIRECT LABOR HOURS WILL BE NEEDED TO PERFORM CONTRACT THREE. BECAUSE OF CONFLICT OF INTEREST ISSUES, THE GOVERNMENT WILL NOT AWARD TWO CONTRACTS TO THE SAME CONTRACTOR. THE ANTICIPATED RELEASE DATE OF THE RFP IS APRIL 9, 2004 WITH PROPOSALS DUE BY MAY 27, 2004.
