Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quote (RFQ) number is RFQ-139842, and is being conducted as an unrestricted procurement under the procedures of the Federal Acquisition Regulation (FAR) Parts 12 and 13 (test program). The North American Industrial Classification System number is 423130, the size standard is 500 employees. The Federal Bureau of Investigation intends to award a Firm-Fixed Price, Brand Name, Contract under Request for Quote (RFQ) 139842, for the following tires/wheels. These products are: 50 each Hutchinson Runflat Tire/Wheel, balanced and inflated P/N ASO130; 50 each Chevy Suburban Wheel P/N WA0407-16X8 2pc 0 offset forged aluminum; 50 each Tire P/N TR0082-Michelin LTX MS 265/75R16 LR ?E? Runflat P/N VF0060. The tire/wheels to be ordered under this RFQ (as Brand Name) is needed for support of Government vehicles. Purchasing these brand name tires/wheels ensures that the FBI has an ample supply for existing vehicles. Delivery of the tires/wheels shall be 60 days after-receipt-of-order. FOB point, FBI Academy, Quantico, Virginia. Receipt of any other type of manufactured tires/wheels will not be accepted. All quotes shall be submitted to the attention of Ms. Theresa M. Powell, Contracting Officer, FBI Academy, Quantico, Virginia, by 2:00 PM, EST, 04/05/2004. The facsimile number is (703) 632-1607. The RFQ incorporates provisions and clauses that are in effect thorough Federal Acquisition Circular 2001-18. The provision at FAR Clause 52.212-1, Instructions to Offerors (OCT 2000) and addendum are incorporated into this solicitation. ADDENDUM to 52.212-1, Modify: (b) Submission from offer(s) is to read as follows: "Submit signed and dated offer(s) to the attention of Ms. Theresa M. Powell, Contracting Officer, at FBI Academy, RFQ-139842, HRT Building, Quantico, VA 22135. The quote may be facsimiled to (703) 632-1607. The contractor shall ensure they have complied with Clause 52.204-7, Central Contractor Registration. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes and Executive Orders (MAY 2002), Subsection (a),(b),(d) and (e) apply. Clause 52.212-3, Offeror Representations and Certifications (JUNE 2003) apply. Each offer shall include a completed copy of 52.212-3 with their quote. Clause 52.212-2, Evaluation-Commercial Item (JAN 1999) is incorporated by reference and applies to this acquisition. ADDENDUM to 52.212-2(a)--Award will be based on lowest price. The evaluation of this RFQ will be in accordance with Part 12, 13, and 15 of the FAR. The following factors shall be used to evaluate offers: Price. Offerors must acquaint themselves with the new regulations concerning Commercial Item acquisition contained in FAR Subpart 12 and must ensure that all Representations and Certifications (located on the Internet) are executed and returned as required in this synopsis/solicitation.
