- SOURCES SOUGHT SYNOPSIS. THIS IS NOT A SOLICITATION. This synopsis is being issued to conduct market research. This synopsis does not constitute a Request for Proposal (RFP) or an Invitation for Bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. The National Airspace Systems (NAS) Program Office (SPO), Electronic Systems Center (ESC), Hanscom Air Force Base, MA 01731, and the Federal Aviation Administration (FAA) are seeking sources capable of satisfying a joint requirement for up to three (3) years of engineering support services for the conduct of radar site surveys, development of radar site designs, site construction, dismantlement of existing radars, reconfiguration of AN/GPN-30 equipment necessary to meet changing frequency requirements, system engineering, support to include optimization, at specified DoD and FAA locations, and Interim Contractor Logistics Support (ICLS) for the AN/GPN-30 terminal Digital Airport Surveillance Radars (DASR). The required services are to be acquired on a fixed-price labor hour basis, with related cost reimbursement line items. Due to funding and schedule constraints and the need to minimize program risk, the Government requires a contractor with an existing work force with prior relevant AN/GPN-30 engineering design, site implementation, and logistic support experience to meet total system responsibilities of the DASR contract (F19628-96-D-0038.) The Government requests that interested companies submit a statement of their qualifications with respect to the criteria below; including how your qualifications will be applied to the scope of the work identified above. Responses should include examples of similar efforts and proven success working as a prime contractor with NDI digital airport surveillance radars. The qualification package for potential sources shall address the following screening criteria: A) Demonstrated ability to interact with the existing AN/GPN-30 system contractor without disruption to efforts underway under contract F19628-96-D-0038. B) Demonstrated experience and knowledge of requirements of contract F19628-96-D-0038 and ability to meet total system performance responsibility (TSPR) under the DASR contract C) Demonstrated ability to perform radar system optimization for design specification and site-specific criteria . D.) Demonstrated detailed knowledge of both existing and AN/GPN-30 radar characteristics. E.) Demonstrated ability to provide or otherwise access all data required to design crystals to specific frequencies and integrate with AN/GPN-30 system contractor. F.) Demonstrated ability to provide 24-hour interim contractor support from an established support depot. Responses are limited to no more than ten (10) 8 ? x 11 pages and are due within fifteen (15) days of the posting of this announcement.
