- SOURCES SOUGHT NOTICE. This sources sought notice is issued for information and planning purposes only. The Government is soliciting information to determine the availability of capable contractors that can perform the following requirement. HQ AMC/A34Y intends to issue Blanket Purchase Agreements (BPAs) to acquire CASEVAC/MEDEVAC air ambulance services utilizing rotary wing aircraft for urgent/priority patient evacuation of DOD patients in the Southern Republic of the Philippines. Service is required thru 31 Dec 04. Air carrier must be accredited by the Commission of Accreditation of Medical Transport Systems (CAMTS). The contractor shall provide (1) IFR equipped rotary wing aircraft and all medical personnel, services, equipment, tools, fuel, oils, materials, facilities, supervision and indirect materials necessary to perform air ambulance services, including a sufficient number of ground personnel for adequate maintenance and ground operations, or (2) rotary wing aircraft without medical crew. In this case, the USG would provide the necessary medical personnel and equipment to transport the patient. The aircraft and crew shall be able to arrive within 2 hrs of departure at any point on Mindanao and the Sulu Archipelago south of 8 degrees North latitude, loiter on the ground for 30 minutes, and continue flight to Zamboanga Airport, General Santos City Airport, or other suitable point to rendezvous w/ International SOS aircraft. Capability to complete this evolution without refueling is highly desired. The aircraft, flight crew and medical crew will be required to be ready for immediate departure not later than thirty (30) minutes after confirmed notification of a patient evacuation requirement. This posture will be maintained 24/7/365. The aircraft and flight crew shall be trained, qualified and configured for Night Vision Goggle operations and to land in remote, unimproved areas, i.e. mountainous terrain and execute patient evacuations at up to 8,000ft MSL. The aircraft shall be configured for safe over water flight IAW FAR part 91.205b(12). This agency has not made a final commitment to procure the stated requirement and this sources sought notice should not be construed as a commitment or authorization to incur costs in anticipation of such procurement. This agency is interested in obtaining responses to this Sources Sought Notice from prospective contractors, but no contractor shall be reimbursed for providing this information; therefore, the Air Force will accept the requested information in whatever format it is provided. All information provided will become property of the Air Force and will not be returned.
