- Description
- The Federal Government intends to award a Firm Fixed Price (FFP) contract for a Technical Assistance for Public Participation - (TAPP) Program. The location of the work will be at Vieques Island, Puerto Rico. The contractor shall provide all management, labor, travel, transportation, equipment, materials, and supervision necessary to provide community members of technical review committees (TRCs) and/or Restoration Advisory Boards (RABs) access to independent technical support of ongoing activities through the use of government purchase orders. The purpose of this contract is to obtain an independent bilingual (Spanish/English) consultant posessing comprehensive knowledge of the CERCLA process including knowledge in the technical and physical science fields of: hydrology, risk assessment, risk communication, engineering, and risk training. Strong consideration will be given to the candidates that are bilingual (Spanish/English). The NAICS code for this procurement is 541690 and the annual size standard is $6,000,000.00. The proposed contract listed is 100 percent small business set-aside. The Government will only accept bids from small business concerns. Services will be required for a period of one year with an option for a second year. The total term of the contract, including options, will not exceed 24 months. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. In either case, the Government will not synopsize the options when exercised. The contract will be solicited as an Invitation for Bid (IFB). The official planholder's list will be maintained on, and may be printed from, the website. All prospective bidders and planrooms are required to register as plan holders on the website. Notification of any changes (amendments) to the solicitation will be made only on the Internet, so it is the sole responsibility of the offeror to contiually access the website for any changes.
