Description
The Space and Naval Warfare Systems Center, San Diego (SPAWARSYSCEN SAN DIEGO) intends to issue a Request for Proposal (RFP) No. N66001-04-R-5018 for the award of an Indefinite Delivery/Indefinite Quantity (IDIQ) Cost Plus Fixed Fee (CPFF) contract to provide Independent Verification and Validation (IV&V) testing for the Common Data Link Management System (CDLMS), Command and Control Processor (C2P) computer program (both the UYK-43 C2P and Rehosted (RC2P), Joint Range Extension Application Protocol (JREAP)/Link-22 Adjunct Processor (AP), Tactical Digital Information Links (TADIL), and related programs. This includes conducting vigorous and continuous IV&V testing. This requirement will also provide independent assessments, analysis, engineering, design, design implementation and testing functions that will result in the delivery of exceptional and reliable C2P/CDLMS and related operational computer programs to the Fleet and other associated battle group C4I systems. The Government is planning a single-award type contract pursuant to the criteria in the resulting RFP. The estimated level of effort for the planned period of performance of five years is 369,200 hours (217,360 hours for the three-year base period and 151,840 hours for a two-year option period). This is not a small-business set-aside procurement. The incumbent contract with CACI was contract N66001-00-D-5014. A Bidders Mailing List will not be established and hard copies of documents will not be provided. The solicitation will only be available electronically on the Space and Naval Warfare Systems Command (SPAWAR) E-Commerce Web Page at http://e-commerce.spawar.navy.mil under Business Opportunities. Any amendments, when issued, will also be available only on this web site. Issuance of the solicitation is estimated for 30 Apr 2004.
