- SOURCES SOUGHT This is a Sources Sought Notice only. This is not a request for proposal, but a survey to locate potential sources. The United States Section of the International Boundary and Water Commission (USIBWC) is performing a market survey to determine if there is an adequate number of interested and qualified firms having the capability and bonding capacity for the following effort: Compliance with and implementation of Public Law 106-457 (Public Law 106?457 106th Congress An Act) and Minute 311 of the International Boundary and Water Commission (IBWC). The project consists of a design, construction, operate and transfer (DBOT) project for a 59 MGD (million gallons per day) secondary wastewater treatment plant with supporting facilities. Construction of the wastewater treatment plant will take place in Tijuana, Mexico. Supporting facilities include a 15 mile pumping/conveyance system for 25 MGD of advanced primary effluent from the International Boundary and Water Commission?s South Bay International Wastewater Treatment Plant in San Ysidro, California to said plant, and a 15 mile pumping/conveyance system for 59 MGD of secondary effluent for distribution and disposal in Mexico and/or disposal from said plant to the South Bay Ocean Outfall in the United States. Interested firms must provide up-front financing for design and construction of this project; payments for reimbursement of this financing cost and future operations and maintenance costs will begin after construction has been completed. The USIBWC will request funding for this effort through the U.S. Federal Budget Process; however, funding is subject to annual Congressional appropriation. The firm must have: substantial knowledge of all pertinent U.S and Mexican laws, including environmental, contracting, and labor laws, as well as international construction experience and ability to sub-contract in Mexico. Design and construction of the project is expected to take 18 months to 2 years. All interested firms should notify this office in writing by mail or fax by April 9, 2004. Responses shall include: (1) Identification, verification and certification of the firm?s capabilities to perform work in Mexico. Include description of company?s business size. (2) Past experience through the description of completed projects that are similar in size, scope and complexity to the proposed project. Include points of contact for each project listed and phone numbers/e-mail information. (3) Past experience on international construction work (4) Annual financial report for the last five years. (5) Letter from a financial institution confirming contractor?s capability of obtaining up-front financing. This Sources Sought Notice is issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. All businesses capable of providing these services are invited to respond. Any information provided by industry to the Government as a result of this sources sought synopsis is voluntary.
