Description
NASA/JSC has a requirement for conducting a workshop in conjunction with the Radiation Research Society?s annual meeting, capitalizing on this large gathering of radiation researchers and students.The Space Radiation Health Project is responsible for implementing NASA?s strategic plan in the area of radiation health, increasing our understanding of space radiation exposure risks and our ability to develop mitigation strategies for human space radiation protection. To achieve the goal of establishing acceptable radiation exposure limits for space travel beyond Low Earth orbit, JSC must rely on the external research community. To attract new investigators and educate existing investigators on the NASA Space Radiation Program, NASA is proposing to hold workshops and summer school programs geared at providing young investigators and graduate students an opportunity to learn about NASA?s Space Radiation Research Program and facilities for conducting space radiation research. The Radiation Research Society has a 50-year historic commitment to education and the fostering and dissemination of knowledge in the radiation sciences. This experience and the ability of the Society to maximize accessibility to the greatest number of participants by adding to their annual meeting gives them the unique qualifications required to successfully complete this workshop. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 30, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
