- This is a presolicitation notice for a small business set-aside requirement. The Department of Transportation (DOT), Federal Highway Administration (FHWA) is seeking qualified sources capable of providing technical support to the National Scenic Byways Program in the following areas: Technical Assistance and Education; Website Management and Support; Design, Layout and Production; Research; Promotion of America’s Byways; Conference Sponsorship and Travel Assistance. This is a new requirement. FHWA anticipates awarding multiple (at least two) five-year indefinite delivery, indefinitely quantity (IDIQ) Task Order Contracts. It is the Government’s intention to issue the solicitation in late January by posting it on the www.fedbizopps.gov website. Since this solicitation will only be available electronically, NO written, telephone, facsimile or e-mail requests for the solicitation package will be accepted. Also, it will be the sole responsibility of interested parties to monitor the FedBizOpps.gov website for any solicitation amendments. The NAICS code for this small business set-aside solicitation is 541611. *** PREPROPOSAL CONFERENCE: A preproposal conference will be held at 9:00AM, January 27th in Conference Room 2230 at the DOT Headquarters in Washington D.C. located in the David Nassif building at 400 7th Street, SW. It will address both technical and procedural issues and will allow for a ‘question and answer’ session. This is a ‘non-mandatory’ conference and those prospective respondents who are unable to attend may still submit proposals without prejudice. Those interested in attending should send by email to the FHWA point of contact listed below by January 23rd, the full name(s) of attendees and their phone number, and company name to reserve a place and security clearance. Attendance shall be limited to a maximum of two (2) representatives from any single company. Attendees are encouraged to arrive early due to delays caused by tightened security procedures at the DOT building. *** ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs)! The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
