Description
The Department of Homeland Security, Customs and Border Protection (DHS/CBP) intends to issue a Firm Fixed Price (FFP) full and open competitive Request For Proposal (RFP) soliciting for the manufacture and delivery of approximately 25,000 Personal Radiation Detector (PRD) units. These units shall be Commercial Off the Shelf (COTS) products. There are currently two types of PRD units on the market that CBP are interested in procuring: (i) those that are capable of detecting gamma rays only; and (ii) those that are capable of detecting both gamma rays and neutrons. The PRD device (gamma detectors and gamma/neutron detectors) shall be a unit approximately the size of a typical pager that will alert the wearer to above background levels of ambient gamma rays only or (ii) ambient gamma rays and neutron radiation. The PRD must be maintenance free, of rugged construction, weather resistant and battery operated. The PRD shall produce a visual (light), audible (tone), and (tactile) vibratory alarm when the radiation intensity due to gamma rays and/or neutrons exceeds a preset level. As part of the pre-award evaluation, the Offeror shall be required to demonstrate that the proposed PRD devices can perform in accordance with the performance specification set forth in the Request For Proposal (RFP). The contract shall be to purchase the units and associated support for them, including maintenance and logistics, as well as operator instruction handbooks and training videos. The PRD units shall have an expected lifetime of five years and a one-year warranty covering workmanship and defects. It is anticipated that two contracts (one contract for Gamma Radiation Detectors and the other for Gamma/Neutron Radiation Detectors) will be awarded from the solicitation, one contract for Gamma detectors only and the other contract is for Gamma/Neutron detectors. The contracts are Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) contracts with a base period and four one-year options. The Government currently anticipates that the evaluation criteria used in this competition will focus strongly on technical ability past performance, and price. For technical ability, the Government will evaluate a sample article at a Government laboratory and perform a review of the offeror?s facility/production capabilities. For planning purposes and to promote competition, expressions of interest in this procurement should be sent to Mr. Aaron H. Ford, Contracting Officer at Aaron.H.Ford@dhs.gov. The e-mail message should provide the following information: (1) all pertinent company information (name, address, state of incorporation, etc.) (2) appropriate business unit, subcontractor and small business points of contact. These expressions of interest should be submitted no later than 5:30 PM EDT on April 05, 2004. Be advised that this point of contact information may be released to the public. The official Request For Proposals (RFP) will be released on or before April 9, 2004 under Request For Proposals HSBP1004R00088. The applicable North American Industrial Classification System code is 334511 and the corresponding size standard is 750 employees.
