- MARKET SURVEY AND REQUEST FOR INFORMATION: Information is being collected for market survey purposes and not as a request for proposal or as an obligation on part of the Government. The Government does not intend to award a contract on the basis of this market survey and will not pay for information solicited but is interested in worldwide sources. Please identify any proprietary information submitted. All information submitted will be retained in the contract office files as market research but w ill not be released to the public. This Market Survey is being conducted to identify interested parties to act as a System Integrator for small caliber ammunition. Interested parties need not be able to manufacture this small caliber ammunition but must be able to arrange for capability to deliver up to 300 million rounds per year (conforming to US Mil Spec) for a five-year period to the US Government with deliveries commencing 6 months after contract award. Quantities could increase up to 500M per year. Award of a firm fixed price contrac t for establishment of the System Integrator, followed by firm fixed price options/delivery orders for small caliber ammunition, is contemplated in September/October 2004. Presently, small caliber ammunition to be ordered under the potential System Integr ator contract is limited to the various DODICs and NSNs of 5.56mm, 7.62mm, and Caliber .50 cartridge families for use in combat and/or training. Configurations include clip and/or linked ball, linked ball and tracer in various ratios, and clip and/or linke d blank. However, requirements could expand to other families and/or configurations. Current Army projections for small caliber ammunition exceed 1.5 Billion rounds per year for the foreseeable future. Use of Government Owned property at Lake City Army Ammunition Plant to meet requirements outlined herein will NOT be authorized. The USG has no intention of waiving any technical data package requirements (dimensional, material, ballistics, quality, packaging, etc.). An industry day is being planned to f urther determine the potential to meet the subject requirement. The time and place of this industry day have not been identified at this time. Interested parties should reply indicating their interest in participating in any formal solicitation relative to Army's requirements, should they develop, and should identify their business structure, business size and status, business capabilities to pro duce or procure these requirements, expected procurement and handling of test equipment/barrels and weapons, and past experience with same or similar items. Please provide concept papers, not to exceed 10 pages, and include an executive summary with the overall approach, not to exceed 2 pages, to HQ, AFSC, ATTN: AMSFS-CCA-F (Ms. Susan McKinnis), Rock Island, IL 61299-6000 by COB 13 April 2004.
