Description
The Naval Air Systems Command (NAVAIR) Patuxent River, MD proposes to procure six (6) H-53D troop seats, perform minor medications to such seats and to provide engineering and technical support to the Government?s testing of and analysis of the suitability of the modified seats for incorporation into the V-22 configuration baseline. A firm-fixed price contract is being contemplated. This action will be negotiated on a sole source basis with Israeli Aircraft Industries (IAI) under the statutory authority of FAR 6.302-1 (only one responsible source and no other services will satisfy agency requirements) as this seat embodies a proprietary design exclusive to IAI. Israeli Aircraft Industries (IAI) is the sole designer, developer and producer of the existing V-22 troop seat. IAI is also the sole designer, developer and producer of the H-53D seat which is a follow-on derivative of the V-22 troop seat design that corrected some, but not all, issues documented during V-22 troop seat testing. As the H-53D troop seat has already been developed and flight test qualified, incorporation into the V-22 baseline will not require extensive analysis and retest of the dynamic and static airframe analysis. In addition, as a derivative design of the V-22 troop seat, the H-53D troop seat hinge/mounting interfaces are compatible with the existing V-22 airframe structure thereby eliminating the need for cost prohibitive airframe structural modifications. IAI will make minor modifications to the H-53D troop seat to address V-22 specific deficiencies. The approximate issue date is 7 April 2004. This is for information only.
