Description
This synopsis serves as a revised synopsis for solicitation number F61040-03-R0004. The Unites States Air Force intends to solicit proposal FA4486-04-R0003 for a Firm-fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract for Simplified Acquisition of Base Engineering Requirements (SABER). The North American Industry Classification System code assigned to this acquisition is 23320. The contract will contain a Basic year and four option years and may be changed according to agency needs. The government will be issue individual delivery orders against the basic contract on an as needed basis. Projects will support real property maintenance, repair, alteration, and new construction. It is anticipated that this contract will be used for renovations, new facilities, additions and related construction work. The contractor shall be required to furnish all materials, equipment and maintain an on-site project management/technical support staff at Lajes Field Azores, Portugal, to include, but not limited to personnel necessary to estimate, plan, provide minimum design, project management and quality assurance. Individual delivery orders will vary in magnitude (from $2,000 to $750,000). The delivery orders will involve a variety of trades to include, but not limited to: carpentry, excavation, electrical, steam fitting, plumbing, sheet metal, painting, demolition, concrete, masonry, welding, HVAC, asbestos removal, etc. The first 60 days following basic contract award will be designated as a start-up period after which the contractor shall have all equipment and personnel in place to fully execute contract requirements. The duration of the base period will be 12-months with four (4) twelve-month option year periods. Contract magnitude is between $5,000,000 and $10,000,000. The guaranteed minimum amount for the contract is $200,000.00 for the base year only. The successful contractor will be selected using performance/price tradeoff procedures resulting in the best value to the Government. Past performance is considered of greater value compared to price. You are requested to e-mail the address below if you intend to download the solicitation. The Government anticipates and reserves the right to issue all solicitation documents including specifications and drawings in the English language only. A visit to the site of work will be conducted in English, the date and time of which will be announced in the solicitation documents. In order to be awarded a contract in excess of $25,000.00 by the U.S. Government, the company must have a DATA UNIVERSAL NUMBERING SYSTEM (DUNS) NUMBER. Failure to have a DUNS number at the time of award may delay the award and, may be cause to award to the next qualified best value offeror who has a DUNS number. NOTE: You must have a DUNS number to register. Further a COMMERCIAL AND GOVERNMENT ENTITY (CAGE) CODE is required.
