Description
The purpose of this amendment is to provide answers to the following questions we have received: Question 1: Is it required to have a GSA Schedule? Answer 1: No, we did not solicit through the GSA Schedules. Question 2: We provided a response to the RFI for solicitation number: EDOFSA-04-000375 with your organization. In the follow-up solicitation notice it was stated that: "Federal Student Aid (FSA) has completed its market research on training registration systems/services, including conversations with select companies who submitted information in response to our Request for Information that was posted February 2-6, 2004." Does this mean that the companies that were selected via contact have an award consideration? Or were they contacted because their solution was more advantageous for the Department of Education, Federal Student Aid? Was the contact similar to a down select? Answer 2: The RFI was not a solicitation and so indicated. The quoted language from the only solicitation issued for this requirement means what is says ? "Federal Student Aid (FSA) has completed its market research on training registration systems/services, including conversations with select companies who submitted information in response to our Request for Information that was posted February 2-6, 2004." Conversations with select companies means we sought additional information from a subset of RFI responders. We took this step for the same purpose as all other market research steps ? to make the Department an educated consumer. The only competition being held in regards to an FSA Registration solution is the current one EDOFSA-04-000375 and, as such, no down selection has occurred. Question 3: Will the contractor provide hosting services for the application or will it be deployed on government's infrastructure? Answer 3: The offeror should propose what they think the best solution would be. Question 4: For "Offerors are to provide access to a demonstration site accessible via Internet Explorer 6.0 from FSA which demonstrates the functionality outlined in this solicitation. Offerors are to explain the process and timeframe to transition and implement the solution they propose." Does the government want a site which guides the user through the demo or does the government want the contractor to provide: 1) a link to a functioning registration form; and 2) access to the Administrative interface to view how to process registrations? Answer 4: The Government needs access to a site which guides the user through the demo. We want to see what the customer will see. Once a particular system is chosen, then the Government would want to know all about the administrative side. Question 5: Our technology is new, and we believe it has significant flexibility and other advantages over conventional software packages. However, since it is new, we cannot address: "Offerors are required to submit at least three references for evaluation of past performance of same or similar services or items which have been successfully completed by the offeror within the past two (2) years". Does that rule us out as the main provider? If so, we would be interested in subcontracting for a modeling phase of the work. Answer 5: Vendors without a record of past performance will be rated as neutral for this criteria/factor. Question 6: Does the 10 page limit include the Cost Proposal? Does the 10 page limit include the Cover Page. Does the 10 Page limit include a Table of Contents? Answer 6: The ten page limitation is the limitation set up for your technical portion of your quote. If you choose to provide a cover page and a table of contents then they will count against your ten page limitation. Question 7: Is this web site to be hosted by the Department of Education or the Contractor? Answer 7: That is up to the offeror to propose in their quote. Question 8: Will the contractor be required to provide hardware (i.e. servers) and software (i.e. SQL Server, ColdFusion, iPlanet) or will the Dept of Ed provide? Answer 8: That is up to the offeror to propose in their quote. Question 9: Do we need to include the cost of the hardware/software in our proposal? Answer 9: Yes, we are asking for cost information to be part of your quote submission. Question 10: Is the time for submission of the above referenced solicitation EST? Answer 10: Yes. Question 11: Technical portion of Quotes shall be no longer than ten (10) pages in length; two-page description of effort and contact information shall be provided for each Past Performance reference. Does this mean that of your technical portion submitted, six pages of it will be past performance information? Answer 11: Yes. Question 12: How many years is this for? The RFQ does not mention period of performance or option years. Answer 12: The base period of performance is from the date of award of the contract for 12 months with 2 one-year option periods. The services performed during the option periods will be the same as in the base period. The following provisions/clauses are included by reference and apply to this solicitation: 52.217-5, Evaluation of Options and 52.217-9, Option to Extend the Term of the Contract--(a) The Government may extend the term of this contract by written notice to the Contractor within 1 year; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 36 months. ED will accept clarification questions until 11:00 AM EST on Friday, March 26. After this date, ED does not guarantee that a response will be given.
