- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quotation is being requested and a written solicitation will not be issued. Solicitation number F1STGP40420400 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-20. This solicitation is 100 percent set-aside for Small Business and is under North American Industry Classification System Code 423840, with a small business size standard of 100 employees. Hurlburt Field intends to purchase the following brand name supply items, Or Equal: (1) Part Number K-TCS-1, Roco Tactical Confined Space Kit, 11 each. Each kit contains the following: (A) 3 each Micro Roco Insertion Extraction Systems (RIES), 5000 pounds; (B) 1 each Roco Insertion Extraction System (RIES), 12,000 pounds; (C) 1 each Spilfyter (case/tube); (D) 1 each Roco Tactical Confined Space Bag (black hawk enhanced dive with wheels bag). (2) Part Number K-TSC-1, Roco Tactical Structural Collapse Kit, 11 each. Each kit contains the following: (A) 1 set Para-Tech struts acme threads. Set includes (i) 4 each struts, 24 inches ? 35 inches; (ii) Headers/Base (4 each channel bases 4 by 4); (iii) 4 each swivel bases; (iv) 8 each extensions, 24 inches; (B) 1 each Zistos walk-about camera starter kit; (C) 3 each Paratech Halligans; (D) 5 each Pinch bars, 5 footers: (E) 2 each Paratech Percussive Rescue Tools; (F) 4 each framing hammers (20 to 20 ounce steel); (G) 5 each measuring tape, 25 footers; (H) 3 each sledge hammers; (I) 10 each carpenter?s pencils; (J) 10 each carpenter?s aprons; (K) 20 pounds, 16 penny Duplex nails; (L) 5 each pre-cut 4 by 4 wedges; (M) 5 each pre-cut 2 by 4 wedges; (N) 2 each Roco Tactical Structural Collapse Bags. (3) Part Number GAMIC-4B, BW Technologies Micro Stealth Atmospheric Monitor for gas, 77 each. (4) Part Number MS360, Stihl Chain Saws, 20-inch Bar Set, 11 sets. Each set contains the following: 1 each case and 2 each spare carbide chains (item number 33rd72) (5) Part Number TS400AV, Stihl Quick Cut Saw Set/K-12, 11 sets. Each set contains the following: 1 each case and three types of blades (metal, wood and Diamond tip for concrete). (6) Part Number DW008K-2, DeWalt Heavy Duty 24 Volts, Cordless Reciprocating Saw Kit, 11 Kits. Each kit contains the following: 1 each case; 2 each spare batteries; 5 each spare blades. (7) Shipping Costs to be included in basic quote, FOB Destination. Manufacturer: ROCO Rescue, Inc., 7077 Exchequer Drive, Baton Rouge LA 70809. Telephone: (505) 321-5260. Facsimile: (225) 754-7626. If quoting Or Equal items, provide sufficient product literature to enable Subject Matter Experts to perform an adequate evaluation. Additionally, all transportation/shipping costs are required to be included in the quote. GSA items shall be noted as well as the GSA contract number. Required delivery shall be on or before 45 days after receipt of award. Place of delivery shall be 720 STG/LGS, 223 CODY AVENUE, Hurlburt Field Florida 32544. The following clauses and provisions are hereby incorporated either by reference or full text and are to remain in full force and effect in any resultant purchase order: FAR 52.212-1, Instructions to Offerors-Commercial Items (OCT 2000). It applies to this acquisition and is amended to read: FAR clauses and provisions can be located via the Internet at: http://farsite.hill.af.mil. The Government reserves the right to evaluate proposals and award a contract without discussions with offerors. Offers shall be evaluated in accordance with FAR 52.212-2, Evaluation of Commercial Items (Jan 1999), which is incorporated into this Request for Quote, with addendum to paragraph (a) as follows: The following factors shall be used to evaluate offers: (i) technical capability of the item(s) offered to meet the Government requirement as stated in this synopsis; (ii) price. Technical capability and price are of equal importance. The Government will make award to the responsible offeror whose offer conforms to the solicitation and is the greatest value to the Government. Each offeror shall include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications?Commercial Items (July 2002), with the quotation. The clause at FAR 52.212-4, Contract Terms and Conditions?Commercial Items (Feb 2002), applies to this acquisition with the following addendum: DFARS 252.204-7004, Required Central Contractor Registration (Nov 2001). The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders (Apr 2003), applies to this acquisition and is incorporated by reference. The clause at FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (31 U.S.C. 3332) (May 1999) applies to this acquisition and is incorporated by reference. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items (JUN 2003) applies to this acquisition and is incorporated by reference.
