- NOTE: Any prospective Offeror interested in obtaining plans and specifications for this solicitation must register on our website at http://ebs.sas.usace.army.mil/. Contractors may view and/or download this solicitation and all amendments from the I nternet after solicitation issuance. Description of work: Construction or Design/Build Construction of repairs, additions, and alterations to buildings, roads, drainage systems and utility systems; and new construction of buildings, roads, drainage syste ms and utility systems. Work will be performed primarily at Fort Bragg, North Carolina. Work may also be included for Federal Projects within the geographic boundaries of the U.S. Army Corps of Engineers South Atlantic Division. An Indefinite Delivery, Multi-Task Construction Contract will be awarded with a base period of one year and two option periods of one year each. Task orders will be Firm Fixed Price. The total contract including the base period and options shall not exceed $14.5 million. The c ontract will be solicited and procured using a Performance-Price Trade-Off (PPT) Request for Proposals (RFP) in accordance with Federal Acquisition Regulation (FAR) Part 15.101-1. Offerors are required to submit a price and technical proposal. Award will be made to an Offeror whose technical submittal and price proposal contain the combination of the criteria requested that offer the best value to the Government. The technical proposal will be evaluated using the following factors: 1) Construction (Past Performance), 2) Construction (Experience), 3) Construction (Capacity), 4) Design (Specialized Experience and Technical Competence), 5) Design (Staffing and Professional Qualifications), and 6) Design (Knowledge of Locality). The magnitude of construction is more than $10 million. This solicitation will be issued in electronic format only and will be available on or about April 8, 2004 on the Internet at http://ebs.sas.usace.army.mil. Notification of amendments will be through use of the Internet. No add itional media (CD-ROM, floppy disks, faxes, etc.) will be provided. It is the Offerors responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments. The task order anticipated price ran ge is $500,000 to $1,000,000. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988.
