Description
NAICS Code: 484121 The purpose of Amendment 1 to RFQ-OH-04-00073 is to provide offerors answers to relevant questions that have been asked regarding this procurement. The due date for quotations has been extended to 12:00 PM NOON EST, MONDAY, MARCH 29, 2004. The questions and answers are as follows: Q1. Will the iron be shipped in flatbeds or vans? Answer 1: Either or both. Q2. If the iron is shipped on a flatbed, do you require tarps to cover the iron? Answer 2: The iron must be protected from inclement weather, as reflected in the SOW. Q3. Can large businesses big on this requirement? Answer 3: No. This is a small business set-aside, as stated in the synopsis. Q4. What forms are needed to bid on this requirement? Answer 4: There are no formal documents required to submit a quote. However, quotes must include a copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. This clause may be found on the Internet at the following site: http://www.arnet.gov/far Q5. Does the iron metal aggregate contain hazardous material? Answer 5: No. Q6. Is the 72-hour window for delivery flexible? What if we run into bad weather on the way? Answer 6: There may be some flexibility here. For example, if you were to pick-up on a Thursday morning, 72 hours later would be Sunday, and there would be no one available to receive the iron until Monday morning. Also, delays due to inclement weather would be reasonable. However, if you cannot accept the government's delivery requirements you must stipulate this in your quote. Q7. What is the exact pick-up/drop-off address for the iron? Answer 7: This will be made available at the time of purchase order award. Q8. How many truckloads do you require? Answer 8: As specified in the Fedbizopps announcement, based on input from the Iron Metal Aggregate Supplier, the government believes it needs 17 trucks to transport 380 tons of iron metal aggregate. If, however, it is to the government's benefit to have more or less truckloads, quoters should make this known in their quotes. Q9. Can I bid only on the transportation? Or am I required to bid on both the iron and the transportation? Answer 9: This requirement is for transportation ONLY. The iron has already been purchased under a different EPA contract. Q10. Does the EPA. have a problem with my business sub-contracting the trucking Answer 10: No, however the quoter/awardee is responsible for completing the work. Q11. What will EPA do if fuel prices fluctuate? Answer 11: Nothing. This will be a fixed-price purchase order. Since we are so close to the ship date of April 19, you should have a realistic idea of what fuel prices will be.
