- Description
- The U.S. Coast Guard is considering whether or not to set aside an acquisition for HubZone or small business concerns only. The estimated value of this procurement is between $100,000 and $250,000. The small business size standard is less than 1,000 employees. NAICS is 336611 and the SIC is 3731. The vessel's homeport is Grand Isle, LA. The performance period will be 42 calendar days with a start date on or about 02 August 2004. The acquisition is for Dry-Dock and Repairs to the USCGC STURGEON (WPB 87336). This work will include, but is not limited to: Welding Repairs, Clean fuel and waste oil tanks, Realign main engine/reduction gear, Remove, inspect and reinstall propeller shafts, Straighten shaft, Renew water-lubricated shaft bearings, Remove, inspect and reinstall propellers, Perform minor repair and recondition of propeller, Preserve transducer hull rings, Overhaul and renew valves, Remove, inspect, and reinstall rudder assemblies, Preserve RIB wet notch deck and stern door interior surface, Preserve underwater body, Modify and renew cathodic protection system, Provide temporary logistics, Routine dry-docking, Reinforce engine room skeg and strut structures, Replace SSDG sea water cooling system overboard valves with flanged valves, Renew capastic fairing, Composite labor. Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. The Geographic Restriction is as follows, the USCGC STURGEON (WPB), is restricted from Brownsville, TX to Shallottee Inlet, NC. In accordance with FAR 19.1305 and 19.502-2 (b) if your firm is HubZone certified or small business and intends to submit an offer on this acquisition, please respond by e-mail to jsnyder@mlca.uscg.mil or by fax (757) 628-4676. In response please include the following: (a) a positive statement of your intent to submit a bid for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers, and (c) past performance references with points of contact and phone numbers. At least two references are requested, but more are desirable. Contractors are reminded that should this acquisition become a Hub Zone set aside, FAR 52.219-3 Notice of Total Hub Zone set-aside, will apply, which requires that at least 50 percent of the cost of personnel for contract performance be spent for employees of the concern or employees of other Hub Zone small business concerns. Your response is required by April 8, 2004. All of the above must be submitted in sufficient detail for a decision to be made on a Hub Zone set aside. Failure to submit all information requested may result in a restricted acquisition. A decision on whether this will be pursued as a Hub Zone small business set aside or on an unrestricted basis will be posted to the FBO web site.
