- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written document will not be issued. HSCG38-04-Q-500009 is issued as a Request for Quotation (RFQ). The incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 01-20. The applicable NAICS number is 334519 and the small business size standard is 500 employees. This is an unrestricted procurement. The contract will be awarded using simplified acquisition procedures in accordance with FAR Part 13.5. The USCG Aircraft Repair and Supply Center, Elizabeth City NC has a requirement to purchase AVTRON Ground Support Test Equipment on a "Brand Name or Equal" basis. The following identifies the salient physical functional characteristics which meet the governments firm requirements: The Coast Guard has a requirement to procure test equipment that supports the following flight components; a)HU-25 20 KVA GENERATOR , PN# 977J178-1; b)HU-25 APU STARTER GENERATOR , PN# 23065-015-2; c)HU-25 ENG. STARTER GENERATOR, PN# 23075-004; d)H-65 10.5 KVA GENERATOR , PN# 82562-7; e)H-65 STARTER GENERATOR, PN# 524-111; f) H-65 STARTER GENERATOR, PN# 150SG125Q: 1). Starter/Generator Test Stand, per Technical Description Avtron PN# K838-100 Brand Name or Equal, 1 ea. includes 100 HP DC Motor, 17,000RPM Gearbox, 180 ADDvantage-32 TM Digital Drive, 18 KVA Isolation Transformer (voltage input TBD, Two-bay Control Console, including controls for drive stand, load banks, & Hydraulic supply, Two sets Operators, Maintenance, and Calibration Manuals; 2). AC Load Bank, Avtron PN# K675A Brand Name or Equal, 1 each, 60Kw. Resistive, 50 KVAR Reactive, Outdoor, Permanent Remote control and metering panel; 3)DC Load Bank Avtron PN# K571 Brand Name or Equal, 1 Ea, 28 VDC, 1000 Amps, Load Steps: 5, 10,25,50,100,200,400, Indoor, Portable, Remote Control Panel, 4) Air Blower Cart, 1 Ea, required for testing air-cooled generators; 5) Locked rotor Torque & No-Load Torque Test, 1 Ea, including Mounting pad, ransducer, Metering and speed pick-up; 6) Dynamic Torque Test, 1 Ea, including Torque transducer, Signal conditioning, Control Panel, 7) DC Power Supply, DC Power Supply 0-30 VDC, 1000 Amp, 1 ea.; 8. Adapter Kits: 8a) Interface Adapter Kit for HU-25 Falcon 20 KVA Alternator P/N 977J178-1, 1 ea.; 8b) Interface Adapter Kit for HU-25 Falcon APU Starter/Gen P/N 23065-015-2, 1 ea.; 8c) Interface Adapter Kit for HU-25 Falcon Eng. Starter/Gen P/N 23075-004, 1 ea.; 8d) Interface Adapter Kit for HU-65 Dolphin 10.5 KVA Alternator P/N 82562-7, 1 Ea.; 8e) Interface Adapter Kit for H-65 Dolphin Starter/Gen P/N 524-111, 1 ea.; 8f) Interface Adapter Kit for H-65 Dolphin Starter/Gen P/N 150SG125Q, 1 ea.; It is expected that at some future date the U.S. Coast Guard will desire to expand its test ability/procedures to include the following generators, using appropriate adapters. Vendors must include in their proposals information referencing the ability to support such generators and adaptors. 1) C130(H) (J) MAIN GENERATOR 2CM355D2A; 2) C130(H) (J) EMERGENCY GENARATOR 31220-04; 3) C130(H) (J) MAIN GENERATOR 2CM353F1A; 4) H60P AC GENERATOR 28B302-8-DM; 5) H60P AC GENERATOR 28B262-35B,C. These flight components are maintained, repaired and overhauled at the Elizabeth City USCG, ARSC. The test stand that meets this requirement is an Avtron model K838-100 with appropriate adapters. The government does not own the drawings or rights to the Avtron drive stand and is seeking the brand name Avtron K838-100 solution or equivalent. All proposals shall contain technical information to document how the item proposed meets the following information. 1.Documentation (sales brochures, literature) and a document detailing how the proposed items meet the requirements listed as equipment specification. 2.Demonstrated capability: Contact information (customer name, POC, phone number and E-mail and contract number) for at least two existing customers (preferably U.S. government sales) who have functionally equivalent products to the Avtron model K838-100. These customers will be contacted to confirm demonstrated capability. 3. A technical description of the proposal. This will include details of HP. and RPM. Dimensional outline drawings including approximate weight of each major component.4. The drive stand must use new and commercially available components.5.The supplier shall supply the drive stand, electrical and mechanical adapter solution for each application listed.6.The government reserves the right to view test procedures at the supplier facility. 6a. The government reserves the right to conduct a pre-award on-site visit to facilities to ensure equipment meets required specifications. 6b. Up to 5 days of functional pre-acceptance tests and demonstration at the supplier facility to confirm each application meets the governing test procedures exactly. 6c. Up to two weeks of start-up and training at Elizabeth City USCG, ARSC. The Supplier shall provide full operation and maintenance manuals sufficient to fully operate, calibrate and maintain the equipment also to include revisions, service bulletins to support all manuals. This information shall be in PDF format and delivered to United States Coast Guard, Aircraft Repair and Supply Center, Engineering and Industrial Support Branch, Technical Publication Cell, Elizabeth City, North Carolina. This shall include permission to replicate as required by the Coast Guard. 6d. A detailed installation manual shall also be provided sufficient to have a local electrical contractor wire building for electrical connection. 6e. Equipment shall be a semi-automated style with universal design. All ramp rates, speed set points, load bank steps and data collection shall be either Computer guided or controlled for each application and shall be fully documented. A manual solution is not acceptable. 7. Contractor shall provide a full set of schematics and drawings via CD to the United States Coast Guard, Aircraft Repair and Supply Center, Component Repair Cell, Shop 242, Elizabeth City, North Carolina 27909-5001. 8. The vendor shall supply all installation labor and materials for offloading, setting the equipment into place and installation of the equipment at Elizabeth City USCG, ARSC. Bldg. 63, shop 233. 9.Training: The contractor shall break out the cost of providing 5-day on-site demonstration at their facility for no more than two people and cost of providing two week on-site training at ARSC for no more than two people. This shall include the cost of travel, meals and incidentals. The government shall supply required voltage regulator, current transformers and flight hardware (a.k.a. UUT ,Unit Under Test). The supplier shall use these flight hardware items to create the appropriate mechanical and electrical adapter. The supplier shall supply as part of each adapter all required cables, connectors, adapter metal plate, adapter bearings, etc. Packaging, Packing and preservation shall be in accordance with best commercial practices to enable shipment to destination and transshipment to Coast Guard units without repacking or incurring damage during shipment and handling. Items shall be individually packaged and labeled. Labeling shall include the appropriate Part Number, Nomenclature, Quantity, Purchase Order Number, and Line Item Number. Labeling data shall be attached to the outside of the shipping container. Packaging material shall not consist of popcorn, shredded paper, Styrofoam of any type, or peanut packaging. The internal packing material shall be sufficient to prevent damage during shipment, handling and storage. Preservation and protection shall be provided to prevent corrosion, deterioration or decay during warehouse storage for a period of one year. Bar coding is not required. All items are to be delivered to Commanding Officer, U.S. Coast Guard Aircraft Repair and Supply Center, Receiving Bldg 63, Elizabeth City NC 27909. Delivery and installation of equipment shall be coordinated with_Robert Swain (252)335-6248. Inspection and acceptance of material shall be performed by the USCG Receiving personnel. Items delivered shall be new material. Reconditioned/used material is not acceptable. Drawings are not available and cannot be furnished by the U.S. Coast Guard. Closing date for receipt of quotes is 9 April 2004, 4:00 p.m. EST. Quotes may be F.o.b Destination or F.o.b. Origin, freight prepaid. F.o.b. Origin quotes MUST include shipping costs to be considered responsive.
