Description
The Contracting Officer, Northern California Province Contracting Unit, 3644 Avtech Parkway, Redding, CA 96002, announces that SF-254s and SF-255s are being requested from interested firms for SURVEYING AND MAPPING SERVICES. PROJECT Project shall result in satisfying requirements for professional services and deliverables which are ordered from time-to-time through individual contract task orders and their modifications. Period of performance will be from date of contract award (approximately May 31, 2004) to December 31, 2004. Typical types of services to be provided may include cadastral surveys, geodetic surveys, engineering surveys, topographical surveys, ground control for aerial mapping, GPS surveys, vertical control, area location and delineation, establishing or re-establishing spatial reference points, office computations and drafting services. LOCATION The location of projects could be in any one of several National Forests in Northern California including the Klamath, Mendocino, Six Rivers, Shasta-Trinity, Modoc, Plumas and Lassen National Forests. Work may be performed in the following counties: Siskiyou, Modoc, Lassen, Shasta, Trinity, Humboldt, Mendocino, Tehama, Glenn, Colusa, and Butte County. CONTRACT TIME Contract time for the individual task orders will be determined at the time that the specific tasks are ordered. QUALIFYING FIRMS Firms having experience in the above type of work should respond if interested. Firms having a current (2003 or 2004) SF-254 on file with Northern California Province Acquisitions, Shasta-Trinity National Forest, 3644 Avtech Parkway, Redding, CA 96002, need not file again, but must submit a completed SF-255 by April 26, 2004 to Northern Province Acquisitions, Redding Office at the Shasta-Trinity National Forest. All other firms should also complete the SF-254. To obtain forms call Nancy Ruffner at 530-226-2447. EVALUATION OF FIRMS IN EVALUATING FIRM?S PROPOSALS, THE FOLLOWING CRITERIA WILL BE APPLIED, LISTED IN DESCENDING ORDER OF IMPORTANCE: (1) Specialized and technical competence in the type of work required. For cadastral surveys the specialized experience and technical competence includes a thorough knowledge of the Public Land Survey System (PLSS); (2) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with contract schedules; (3) Location in the general geographical area of the project and knowledge of the locality of the project; (4) Capacity to accomplish the work in the required time; (5) Professional qualifications necessary for satisfactory performance of required services; (6) The volume of work awarded by the Forest Service during the last three years will be evaluated with the objective of effecting an equitable distribution of the contracts among qualified A&E firms, including minority 8(a) or small disadvantaged firms that have not had prior Forest Service contracts; (7) Availability of additional contractor personnel or consultants to support expansion or acceleration of the project; and (8) Additional points may be assigned or credit given to potential contractors that are or will subcontract with certified 8(a) or other small disadvantaged businesses. This last procedure will be allowed until units have reached their small business goals. In order to receive maximum consideration, interested firms should address the evaluation criteria individually and in as much detail as possible. Intention is to make multiple indefinite delivery/indefinite quantity awards under this solicitation.
