Description
This notice is a combined synopsis/solicitation Notice of Intent for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. The solicitation number for this solicitation is NOI-RML-40008. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-20 dated 02/23/04. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a total Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 112990 and the small business size is $0.75M Schedule: The Rocky Mountain Laboratories (RML), Laboratory of Persistant Viral Diseases, (LPVD), proposes to award a purchase order to World Wide Primates Inc., P.O. Box 971275, Miami, Florida 33197 for 17 adult Saimiri Squirrel Monkeys. LPVD has previously utilized adult Saimiri Squirrel Monkey from this source and must maintain consistency with the animals still on study that were previously obtained from this source. Changing variables at this time would prevent correct interpretation of the Saimiri Squirrel Monkey experiment in progress. It is mandatory that the Saimiri Squirrel Monkeys have the following features: Monkeys are to be adult (550+gm in size). There are to be 17 monkeys either sex. All animals are to be tested and found negative for tuberculosis and the following viruses: Herpes tamarinus, Herpes saimiri, measles and squirrel/cebus monkey Cytomegalovirus. All animals must have three negative tuberculosis tests and virus tests within 30 days of shipment to Rocky Mountain Laboratories. A complete copy of all procured animal?s health records and testing must be supplied including the origin documentation. Animal health must be guaranteed, free of pathological conditions, for 30 days after receipt of the animals. A National Institutes of Health veterinarian will determine the health status. If an animal?s health is determined to be unacceptable by a National Institutes of Health veterinarian within 30 days of receipt, then the animal will be returned and shall be replaced at the vendor?s expense. Delivery of these Saimiri Squirrel Monkeys will comply with all rules and regulations of the Animal Welfare Act and AAALAC standards. Delivery will be accomplished by individuals certified to ship non-human primates. The facility from which these monkeys will be shipped must be AAALAC approved or have a facility approved standard sanctioned by their primate facility veterinarian. Proof of certification must be provided . FOB Point shall be Destination, Hamilton, MT. Inside delivery shall be 30 days after receipt of order (ARO). Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. The following FAR provisions and clauses apply to this acquisition: 52.212-1 Instructions to Offerors?Commercial; FAR 52.212-2 Evaluation?Commercial Items; FAR 52-212-4 Contract Terms and Conditions?Commercial Items; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statues or Executive Orders?Commercial Items; FAR 52.246-2 Inspection of Supplies-Fixed Price, FAR 52.204-7 Central Contractor Registration. Offerors must include along with their offer a completed copy of the provisions at FAR 52.212-3 Offerors Representations and Certifications?Commercial Items. Award will be based on the capability of the item offered to meet the above stated salient characteristics, delivery, price and past performance. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. Offers may be mailed or faxed to the POC indicated above Fax 406-363-9438. Offers must be submitted not later than 4:30 PM (MDST), 04/09/04.
