- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, N00014-04-R-0011, is issued as a Request for Proposal (RFP). The applicable NAICS Code is 334519 with a size standard of $5M. The resulting award will be done under Simplified Acquisition Procedures as a Firm-Fixed-Price award. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-16 and DFARS Change Notice 20031114. Under this solicitation, the navy has a need for a complete self-contained long-term magnetic monitoring station sealed in a pressurized housing for use in maritime environments of at least 1000m depths. This unit will be used as a magnetic reference station to monitor the scalar magnetic field. Overview The navy has a need for a for three (3) complete self-contained long-term magnetic monitoring station sealed in a pressurized housing for use in maritime environments of at least 300m depths. This unit will be used as a magnetic reference station to monitor the scalar magnetic field. This unit shall be in-sensitive to orientation. The unit shall be capable of monitoring and storing with a time/date stamp a minimum of 500,000 readings at 1 Hz. The system shall come equipped with a interface for data exfiltration and programming. Requirements: The Maritime Magnetometer Base Station shall have the following minimum magnetometer specifications. It shall also be completely omni directional and self contained, including power and communications. MAGNETOMETER: Sensitivity: 0.015 nT or better Resolution: 0.005 nT or better Range: 20,000 to 100,000 nT (nanoTesla) Absolute Accuracy: 0.2 nT or better Temperature Drift: ZERO Operating Temperature: -5c to +50c Power Consumption: < 1W @ 1Hz sample rate. DATA ACQUISITION: Sampling Rate: 1 Hz. Communications: Laptop Computer Compatible External trigger Data download software. Time/date Stamp. Computer programmable. PHYSICAL: Depth rating no less than 300m. Weight: <20Kgs Size: < 150cm x 20cm Tethering attachment Land Deployment Base Carrying Case. ELECTRICAL: Self-contained rechargeable battery powered. Battery charge time < 12 Hours. Includes charger and data cable. All software for computer interface and monitored data acquisition. Shall be delivered no later than 15 APR 2004. The Government will award a firm-fixed-price contract (using Simplified Acquisition Procedures in accordance with FAR 13.5) resulting from this solicitation to the responsible offeror who provides the lowest price/cost to Government for an maritime magnetometer reference base station that meets the specification provided above and whose proposal otherwise conforms to this solicitation.
