Description
The Agency for Healthcare Research and Quality (AHRQ) of the U.S. Department of Health and Human Services (DHHS) is soliciting proposals to establish and implement state and regional demonstrations of interoperable health information systems. It is anticipated that up to five (5) awards will be made with a period of performance of five years. The NAICS code is 541611 ($6.0 million), for subcontracting purposes. The resulting contracts will identify and support statewide data sharing and interoperability activities aimed at improving the quality, safety, efficiency and effectiveness of health care for patients and populations on a discrete state or regional level. The offerors (and any identified subcontractors) must be able to demonstrate certain key elements and attributes to fulfill this project. The primary offerors must be either a state government or a duly appointed agent of a state government(s). If this requirement is fulfilled as an agent of the state(s), evidence of a formal memorandum of understanding must be submitted. If the offeror is not part of state government, there must be demonstrated involvement of state entities, such as the state department of public health or health policy commission. The offeror must be able to demonstrate evidence of a significant and statewide planning process in health information technology and data exchange. The planning process must have included multiple stakeholders, addressed technology needs (including infrastructure and data exchange), identified methods to improve safety and quality of care, and designed a strategy to ensure sustainability of the data exchange enterprise. The offeror will engage a wide-variety of stakeholders including major purchasers of healthcare within the state/region; significant payers, both public and private; and healthcare providers, including hospitals, ambulatory care facilities, home healthcare, and long-term care providers. The scope of this engagement should ensure complete geographical involvement and/or coverage of the state or identified region. It is expected that the resulting contracts will build upon ongoing state/regional interoperability efforts. These contracts are intended to leverage on-going efforts and investments of multiple partners in states and regions to create data sharing and interoperability health information systems. In addition to the solicitation being available on this site, it will also be available for downloading from the internet on AHRQ?s site at http://ahrq.gov. It is the offerors responsibility to monitor this site for release of the solicitation , download their own copy of the solicitation, and monitor the site for any subsequent amendments. Since it is not known who is downloading the solicitation, a bidders list will not be available. It is estimated that the solicitation will be issued on April 13, 2004 with proposals due June 15, 2005.
