Description
The Louisville District U.S. Army Corps of Engineers intends to award a firm fixed price contract for local telephone (voice) and data exchange services. The award will be based on best value. Price, past performance, and past experience will be ev aluated. Past performance and past experience are approximately equal to price. Price should reflect a firm fixed price, and be of sufficient detail and breakdown for analysis by Government personnel. Past performance can be any performance related exam ple, such as performance evaluations, letters of commendation, etc., relevant to the cited experience. Past experience should demonstrate the extent of past corporate experience with a similar customer and requirement. This is a combined synopsis/solicita tion for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicit ation will not be issued. The solicitation number is W912QR-04-T-0030 and is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-20. This procurement shall be a small business set aside. The NAICS Code is 517310. Contract Line Item 0001 - Provide voice/data exchange service for the U.S. Army Corps of Engineers locations in Louisville, Kentucky, in accordance with the specifications l isted below. From 01 May 2004 through 30 April 2005. Contract Line Item 0002 - Option Year 1. From 01 May 2005 through 30 April 2006. Contract Line Item 0003 - Option Year 2. From 01 May 2006 through 30 April 2007. Contract Line Item 0004 - Option Yea r 3. From 01 May 2007 through 30 April 2008. Contract Line Item 0005 - Option Year 4. From 01 May 2008 through 30 April 2009. Provide Local Telephone (Voice) and Data Exchange Services for the Corps Of Engineers District Office located at 600 Dr. Marti n Luther King Jr. Pl., Louisville, KY 40202, and for several field locations in the Louisville area. The field locations include the McAlpine Resident Office, 2750 Marine St, Louisville, KY 40212; McAlpine Locks and Dam, 805 North 27th St., Louisville, KY 40212; the Louisville Repair Station, 2605 Shipping Port Dr., Louisville, KY 40212 and the Navigation Building, 2611 Shipping Port Dr., Louisville, KY 40212. The telecommunications provider will be facilities-based to provide voice, data and internet prod ucts which will include Local Business Lines (POTS), Primary Rate Interface (PRI) Services, Dedicated Private Line or Point to Point Services, Frame Relay, ATM and Direct Inward Dial (DID) capability. Communication services for the Romano Mazzoli Federal Building and the McAlpine Resident Office will be provided via a Synchronous Optical Network (SONET). This fiber optic network should be comprised of redundant fiber loops to create a self-healing ring topology. The facilities should be of sufficient cap acity to support existing and provide reasonable growth of services. The fiber optic network should also provide access to the major long haul carriers. This request for services should also be flexible, allowing for changes, upgrades, or removal of servi ces without penalty, giving the government the opportunity to meet future requirements whether that means increasing or decreasing services received. Below is a detailed description of the requirement. Federal Building: Six PRI??????s and 1200 DID numbers that provide access to our Private Branch Exchange (PBX). This resource also supports the Olmsted Project Office which has remote equipment tied to our PBX. 20 Local Business Lines (POTS) for back up and redundancy. Navigation Building: Two Local Business Lines (POTS) for normal daily operations. McAlpine Lock & Dam: 12 Local Business Lines (POTS) for normal daily operations. Louisvill e Repair Station: 13 Local Business Lines (POTS) for normal daily operations. McAlpine Resident Office: 10 Local Business Lines (POTS) and 20 DID numbers for normal daily operations. DS01 data circuits, one each, are being provided to the McAlpine Resident Office, Louisville Repair Station and the McAlpine Locks & Dam. This suppo rts access to Corps of Engineers Financial Management System, (CEFMS), email, Internet, etc. for normal daily operations. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this solicitation. Evaluation procedures are as previously described. The offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, and include FAR 52.204-7, Required Central Contractor Registration. Contractors must be regis tered in DOD's Central Contractor Register at http://www.ccr.gov before award.
