- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and Subpart 13.1, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, SP0600-04-Q-0012, is issued as a Request for Quotation (RFQ). THIS IS AN ALL OR NONE RFQ. Partial quotes will not be considered for award. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-13 and DFARS Change Notice 20020531. The associated NAICS code is 424720. A requirement is as follows: Jet Aviation Fuel, TS1, fuel specification shall meet GOST 10227-86, NSN 9130-01-491-2201. The anticipated period of performance is from 7 May 2004 through 6 May 2005. Delivery is to be FOB destination, via truck or direct into-plane refueling, of 60,000 USG of TS1. The place of delivery is New Aleksveena Airport district (ICAO - UGGG), Tbilisi, Georgia and at the request of US Embassy Tbilisi, Georgia. This announcement and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 01-10 (FAC). The Government anticipates award of a Requirements Type, Fixed Price with Economic Price Adjustment contract resulting from this announcement. Product prices will escalate/de-escalate cent or any fraction there of with the Georgian Government Controlled published prices. Contractor must submit their supplier?s invoice for their price changes. Offer prices should be based on the reference price in effect on 22 March 2004. Offerors written quotations should be submitted in English in U.S. dollars per gallon and signed by an authorized company official. Elements that should be included are as follows: price, price structure, applicable taxes (if any), and any offer terms and conditions. Offerors are asked to give a complete breakdown of their quotation elements submitting their offer.
