Description
The United States Coast Guard, Maintenance & Logistics Command, Atlantic intends to issue a commercial Request for Quotes (RFQ) for HULL-SUSTAINMENT/DRYDOCK REPAIRS of the USCGC MANITOU with the option for USCGC NANTUCKET AND OCRACOKE, a 110 Foot ?A? Class Patrol Boat. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. A Request for Quotes (RFQ) will be issued on or about 1 April 2004 with quotes due on or about 28 April 2004. The RFQ will be issued via the Federal Business Opportunities (FEDBIZOPPS) web page at www.eps.gov. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings will be sent via U.S. mail if requested. Send all requests via email to smartinez@mlca.uscg.mil. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an optional automatic notification service. The standard industrial classification code is 3731 and the NAICS is 336611. This procurement will utilize FAR 52.216-22, Indefinite Quantity (Oct 1995). The contractor will be guaranteed the USCGC MANITOU. USCGC NANTUCKET and USCGC OCRACOKE are optional and may be ordered. The home piers are as follows: USCGC MANITOU ? Miami Beach, FL, USCGC NANTUCKET ? Key West, Fl and USCGC OCRACOKE ? San Juan, PR. All work will be performed at the contractor's facility. The performance period is one hundred and eighty (180) calendar days from the date the vessel is delivered. The USCGC MANITOU will begin on or about June 14, 2004 , the USCGC NANTUCKET shall be available in August of 2004 and the USCGC OCRACOKE shall be available in November of 2004. The contractor shall provide all labor, equipment necessary to perform hull-sustainment/ drydock repairs to the USCGC?s MANITOU, NANTUCKET AND OCRACOKE if ordered, including but not limited to the following Base and Option Items: (1) Welding, (2) Restore Hull Structural Integrity, (3) Clean Fuel and Waste Oil Tanks, (4) Renew Stern Tubes, (5) Inspect Propeller Shaft Alignment, (6) Renew Propeller Shafts, (7) Inspect Bronze Sleeves in various shaft packing areas, (8) Renew water lubricated propeller shaft bearings, (9) remove, inspect, and reinstall propellers, (10) Repair propeller root erosion, (11) Balance propeller (12) Renew Valves, (13) Remove, Inspect and Reinstall rudder assemblies, (14) Renew Rudder Upper and Lower Bearings (15) Overhaul Steering Systems, (16) Preserve & Disinfect potable water tanks, (17) Clean Sewage and Grey Water Piping System, (18) Preserve sewage & Grey Water Collection and Holding Tanks, (19) Preserve Weather Decks, (20) Preserve Underwater Body and Freeboard Surfaces, (21) Inspect and Maintain Cathodic Protection System, (22) Renew Cathodic Anode, (23) Renew Reference Electrode, (24) Provide Temporary Logistics, (25) Routine Drydocking, (26) Clean and Inspect Heat Exchangers, (27) Modify Flooding Alarm Panel, (28) Install Spray Rail Extensions, (29) Create Forward Peak Void, (30) Install New AFT Fuel Tank Access Manholes, (31) Fabricate and Install New oily Water Tank Access, (32) Remove and Dispose of Oil and Oily Water, (33) Inspect MDE Exhaust system hull penetration and install nee exhaust valves, (34) Renew 18 inch exhaust stainless steel pipe, (35) Install new type shaft seal assemblies, (36) Install new ship service diesel generator isolation mounts, (37) overhaul stabilizing fins, and (38) Renew Lower Fin Stock Bearing. Funds are available for the USCGC MANITOU. USCGC NANTUCKET and USCGC OCRACOKE are subject to availability of funds. This procurement is 100% Small Business Set Aside. Plans and specifications will be issued on or about 1 April 2004. All responsible sources may submit an offer, which shall be considered by the United States Coast Guard.
