- THIS IS A PRESOLICITATION NOTICE ONLY AND NOT A SOLICITATION OR REQUEST FOR PROPOSAL (RFP) DOCUMENT. THE RFP/SOLICITATION PACKAGE WILL BE AVAILABLE AFTER THE CLOSING DATE OF THIS PRE-SOLICITATION NOTICE. PROPOSALS ARE NOT BEING SOLICITED OR ACCEPTED AT THIS TIME. CONTRACTORS SHOULD FOLLOW THE INSTRUCTIONS BELOW. The U.S. Coast Guard, Aircraft Repair and Supply Center (ARSC), Elizabeth City, NC, intends to acquire the overhaul of C130 Auxiliary Power Units (APUs) model GTCP85-180L and Gas Turbine Compressors (GTCs) model GTC85-71A and related components. The resulting contract will be Firm Fixed Price. The contractor shall provide all parts, labor, tooling, test equipment and facilities to deliver depot level maintenance support for all APUs, GTCs and related components on an as required basis. Estimate quantities will be listed in the RFP. The Government anticipates the award of one contract with a one-year base period and three one (1) year renewable option years for a total duration not to exceed four years. This contract will be satisfied using commercial acquisition procedures specified in FAR part 12 and 13.5. Offerors must posses a current FAA or OEM certification for the overhaul of the components specified, and will be required to provide a copy of the certification with offer. A Department of Defense certification or equivalent may be submitted for review and approval to the contracting officer on a case-by-case basis. The Coast Guard does not own, nor can it obtain, specifications, drawings, plans or other technical data for overhaul. Offerors must have access to all current applicable Technical Orders required to perform the work prior to contract award. Requests for specifications, drawings, etc. will be disregarded. This equipment is flight critical and serial number tracked. The Original Equipment Manufacturer (OEM) is Honeywell International Inc, DBA as Engine Systems & Services Div. The Statement of Work will be available as part of the Request For Proposal (RFP). The RFP will be available for downloading from FedBizOps at www.eps.gov or can be obtained by E-Mailing or Faxing a written request to Bruce Williams at bwwilliams@arsc.uscg.mil or (252) 335-6452 (Fax). Telephone requests will not be honored. The solicitation will be posted to FebBizOps on or about 19 April 2004. THIS PROCURMENT WILL BE SET ASIDE FOR SMALL BUSINESS. The North American Industry Classification Standard (NAICS) is 336412 and the size standard is 1000 employees to classify as a small business. Points of Contact are Bruce W.
