- Description
- It is the Government?s intent to issue a firm fixed price (IDTC) requirement for the Marine Corps Small Arms Protective Inserts (SAPI) (sizes x-small, small; medium, large and x-large). The items are to be manufactured in accordance with Purchase Description CO/PD03-20 dated 31 Sept 2003. The acquisition will include a base year and three one-year term options consisting of a minimum of 15,000 each and a maximum of 45,000 each for the base year and for the three option years. The solicitation will be issued on an unrestricted basis utilizing the best value source selection methodology. The following evaluation factors will be included: Product Demonstration Models (PDM?s), Past Performance, Quality Assurance, Surge Capacity, Socio Economic, JWOD and DLA Mentoring Business Agreement (DLA MBA). Deliveries will be required 150 days after date of award, FOB Destination to New Cumberland, PA and Tracy, CA. The Government reserves the right to award on a basis other than price alone. All materials are to be contractor furnished. The deadline for receipt of proposals will be Thirty (30) days from the date the solicitation is issued. Include Notes 9, 13, and 26. Availability of solicitations, FAR 5.102 (D) applies as our office no longer issues solicitations in paper form. Offeror should register to receive notification of this solicitation. Copies of this solicitation can be found on the DLA Procurement Gateway at http://prograte.daps.mil/home after April 16, 2004 (estimated date). From the Gateway home page, select ?Search RFPs? from the left-hand sidebar. Then choose the RFP you wish to view. You must be registered in order to download RFPs. If you are not, you will be directed to register at time of downloads. In order to download RFPs, prospective vendors MUST go to the RFP Information page and select DSCP Clothing & Textiles (C&T) as the commodity center from which notices will be sent. Important Note on Foreign Content The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as The Berry Amendment impose restrictions on the DoD?s acquisition of foreign products and services. Generally, Clothing and Textile items as defined in DFARS clause 252.225-7012 and ?specialty metals? (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
