Description
The National Oceanic and Atmospheric Administration (NOAA), Coastal Services Center (CSC) has a requirement for a pilot study on collecting coastal water quality data with remote sensing technologies. The purpose of this pilot study is to determine the current capabilities of remote sensing to be used in an operational capacity to measure water quality. The results of this demonstration will help to determine the availability of approaches to quickly accomplish the goal of collecting water quality data at an appropriate scale for state and local resource managers to use the data in support of management decisions. Up to five contracts of up to $20,000 each will be awarded to collect water quality data over a specified area of the Patuxent River. Contractors will be asked to demonstrate how they can perform this type of collection operationally with a quick data turn-around time (delivery within 24 hours, if possible). Parameters of interest will include, but not be limited to, chlorophyll concentration, temperature, and total suspended solids. The contract period of performance will be from June 1, 2004 through May 31, 2005. Any party interested in receiving a copy of the solicitation shall provide written notice to the Contracting Office. The solicitation document will be issued on or about April 7, 2004. The solicitation will only be posted on FEDBIZOPPS. Telephone requests will not be honored. No contract award will be made on the basis of quotations received in response to this notice since this synopsis cannot be considered a Request for Quotation. All responses from responsible sources will be considered. This is a simplified acquisition with a value of less than $100,000. See Note 26.
