Description
The National Cancer Institute on behalf of the National Institute of Neurological Disorders and Stroke (NINDS), Clinical Neurocardiology Section plans to procure on a sole source basis a Finometer from Finapres Medical Systems, Simon Stevinweg, 48 NL-6827 BT, Arnhem, Neitherlands. The Clinical Neurocardiology Section research involves clinical diagnostic evaluations of patients with known or suspected disorders of the sympathetic nervous system, adrenomedullary hormonal system, synthesis, release, reuptake, metabolism, or turnover of catecholamines. NINDS studies have lead to pathophysiological and therapeutic hypothesis testable by clinical trials of directly and indirectly acting vasoactive drugs. The NINDS research and clinical assessments requires the procurement of an instrument that has capabilities of measuring the following parameters continuously during tilt-table testing. MINIMUM SPECIFICATIONS: 1) non-invasive measurements of blood pressure and pulse rate, 2) beat-to-beat measurements of blood pressure and pulse rate, 3)stable accurate measurements during tilt table testing (postural changes) or patient movement without need for intermittent calibration, 4) must provide calculation of beat-to-beat cardiac stroke volume, based on analysis of the blood pressure waveform and, 5)capable of providing beat-to-beat measurement of cardiac output and vascular resistenace. Finapres Medical is the only source known to the researchers of the NINDS which can provide the aforementioned instrument with necessary features. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirements, it may submit a capabilities statement. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow NINDS to determine if the party can fully meet the requirements. Capability statement must be received in the contracting office by 1:00 PM EST, (Local Washington, DC time) on April 9, 2004. This requirement is being processed based on FAR Part 12 acquisition of commercial items. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Information received shall be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. Faxed nor e-mail copies of capability statement will be accepted. Please note the solicitation number RFQ-NCI-40050-NQ on all correspondence.
