- In accordance with the Federal Aviation Administrations Acquisition Management System (AMS) Section 3.2.1.3.12, industry is hereby informed that the Federal Aviation Administration (FAA) has a requirement with an estimated value over $100,000.00. This announcement is a Request for Proposal/Screening Information Request (SIR). The FAA is not seeking or accepting unsolicited proposals with this SIR. The FAA will not pay for any information or administrative costs incurred as a result of responding to this SIR. The FAA has a five-year requirement for the provision of air traffic control (ATC) services at Visual Flight Rules (VFR) Airports throughout the United States, Puerto Rico, the U.S. Virgin Islands, Guam, and Saipan under the Federal Contract Towers Program (FCT). As of March 15, 2004, there are currently 229 air traffic control towers (ATCT) under the FCT program that are divided into six (6) geographical areas. The anticipated award date for the follow-on FCT contracts will be August 31, 2004, to allow time for a phase-in period for the selected contractors. Multiple awards will be made under this SIR. It is anticipated that the new FCT contracts will be firm fixed-priced. Because this requirement is subject to the Service Contract Act, an economic price adjustment (EPA) clause will be included in these contracts. All questions or comments are due by 3:00pm EDT on April 26 and shall be submitted in writing to Sarah F. Scott, Contracting Officer, ASU-340, 800 Independence Avenue SW, Washington, DC 20591 or via e-mail at Sarah.Scott@faa.gov. Written submissions must be received (not just postmarked) by the due date. Responses submitted via e-mail shall be in either Adobe .pdf format or Microsoft Word 2000 (or earlier) format with file sizes not exceeding 1 MB.
