- In anticipation of a competitive procurement for the U.S. Army's Extended Range Multi-Purpose (ER/MP) Unmanned Aerial Vehicle (UAV), the AMCOM Acquisition Center intends to issue a Draft RFP # W58RGZ-04-R-0467 for the purpose of obtaining industry fe edback on its content and purpose. The ER/MP UAV will utilize non developmental item (NDI) aircraft and associated support equipment to perform tactical level Reconnaissance, Surveillance & Target Acquisition (RSTA), Command, Control, Communications & Intelligence (C4I) and target attack th roughout the full spectrum of Army operations including offensive, defensive, stability, and support operations as defined by FM 3-0, and Shaping, Decisive, and Transition Operations as defined by OF concept. The ER/MP UAV teamed, or supported by other OF systems, will provide the OF the best combination of long-range acquisition and targeting technologies. A best value approach will be used in source selection. The competition will be conducted in two phases, with the first phase resulting in contracts awarded to up to two offerors to demonstrate their system??????s capabilities. The second phase will resu lt in a contract awarded to one offeror to enter into a System Design and Development phase and production of test assets. Options will be included in the contract for technical manuals, training, contractor logistics support, training devices, test suppo rt, and engineering support, as well as planned upgrades to the system. In addition, the UAV PM has established an informational web site at http://www.tuav.redstone.army.mil/ermp2 . To access the web site you must have a login and password. AMCOM shall be conducting a pre-proposal conference on May 5, 2004 from 0830-1230 in Salon EF at the Huntsville Marriot, 5 Tranquility Base, Huntsville, AL 35805. The phone number for the Huntsville Marriot is 256-830-2222. The purpose of the pre-propos al conference is to answer questions and provide status of the final RFP release. Telephone requests for the Draft RFP will not be accepted. Questions and comments are encouraged after the issuance of the Draft RFP and shall be answered by AMCOM as quickly as possible. However, in order for a question or comment to addressed at the pr e-proposal conference, your question or comment shall be submitted on or before close of business on April 26, 2004.
