- This is a COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation No. E3400040036 is issued as a Request for Quote (RFQ) and will be awarded as a firm-fixed price contract for Commercial Items, using simplified acquisition procedures. The North American Industry Classification System (NAICS) is 423320; the size standard is less than 100 employees. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-19. This procurement is a commercial item. The estimated magnitude of this procurement is between $80,000 to $100,000. This procurement is open to all sized businesses. The U.S. National Park Service, National Capital Parks-Central, Washington, D.C., has a requirement for an estimated 769 tons of crushed stone material, to be distributed to number of eroded sites along the National Mall, during the period of May - June 2004. Contractor shall provide labor, equipment and material as required to supply crushed stone to the sites specified. The material must be of a select granular composition, consisting crushed stone, stone, and blended with suitable filler materials to provide a uniform mixture. Inspection of the proposed material will be performed by the COTR from a stockpile sample upon which a test will be conducted before it is used, to ensure reasonable uniformity and acceptability. The contractor shall supply the below described material, and must meet the following uniform criteria, "Mall Walk Mix": C.1a. Sieve Analysis: Sieve Size (SS), Percent Passing (PP), Specifications (S) ? inch (SS), 100% (PP), 100%(S) ? inch (SS), 95%(PP), 92-100%(S) 3/8 inch (SS), 78% (PP), 70-85% (S) #4 (SS), 55%(PP), 48-62%(S) #8 (SS), 42% (PP), 37-49%(S) #16 (SS), 34%(PP), 28-40%(S) #30(SS), 27% (PP), 22-32%(S) #50(SS), 15%(PP), 10-20%(S) #100(SS), 09%(PP), 04-14%(S) #200(SS), 07%(PP), 04-10%(S) AASHTO T-11 or ASTM C-117 Petrographic Analysis - The term Coarse Aggregate designates aggregate retained on a #4 (4.75mm) sieve. Coarse aggregate shall be made up of Quartz/Quartzite and Quartzose. Petrograph Examination: ASTM C-295. b. Physical Characteristics of Coarse Aggregate: Test (T) Results(R) Specifications(S) L.A. Abrasion (T), 29% Wear(R), 45% Wear Maximum (S) Soundness (Sodium Sulfate)(T), 1.4% Loss (R), 10% Loss Maximum (S) Face Fracture (T), 90-100% (R), Minimum 1 Face (S) Face Fracture (T), 75-100%(R), Minimum 2 Face(S) - #200(T), .6%(R), 1.5% Maximum(S) Absorption (T), .9%(R), 1.5% Maximum(S) c. Fine Aggregate: Natural sand, silica sand passing #4 sieve and retained on the #200 sieve free of organic matter and light in color shown by the colormetric Test T-21, AASHTO designation, from approved source and graded as follows: d. Clay: Material with a plasticity index greater than twelve (12) and with 100% passing the 200 sieve and consistent in color. e. Mix: The prepared crushed gravel, sand, clay, and water must be thoroughly mixed in a mechanical mixer. It then must be stockpiled in such a manner to preserve the semi-slurry state necessary for compaction and congealment. C.2 Submittals 2-1 Submit the following with your quote: On letterhead of the laboratory, provide results of the following applicable test methods. a. Atterberg Limit; and, b. Sieve Analysis, performed in accordance with standard methods of AASHTO, T-21, or ASTM equivalent. 2-2 The laboratory facility shall be qualified to perform the required testing as documented through independent accreditation, State DOT Certification, or other licensing procedure. 2-3 Sampling of aggregate shall be performed in accordance with AASHTO, or ASTM guidance and shall be performed by a responsible trained and experienced person. 2-4 Offers shall be rejected as non-responsive for failure to furnish the required test results, insufficient data, or failure of the material to conform to each of the requirements of the specification. C.3 Deliveries 3-1 Limited amounts of crushed stone material shall initially be delivered for stockpiling, location within the park to be identified at the time for delivery. All further orders shall be delivered to various sites adjacent to the National Mall, between 3rd and 14th Streets. Materials shall be delivered on a "will call" basis, between the hours of 7:30am and 2:00pm., Monday through Friday, with a minimum order of 20 tons. No substitution of materials and/or design shall be made without the prior approval of the Contracting Officer; viii.). For full text of FAR Clauses, the web site address is www.arnet.gov. EVALUATION OF COMMERCIAL ITEMS: The Government will award to the responsible offeror based on the following: 1. Price, 2. Specification of crushed stone being offered, 3. Past Performance. The Government reserves the right to award to the offeror providing the best value to the Government. Award may not necessarily be made to the offeror submitting the lowest price. The Government will award a contract resulting from this solicitation to the most responsive, responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government. All offers must include with their quotation a completed copy of the Federal Acquisition Regulation provision 52.212-3, Offeror Representations and Certifications-Commercial Items and all submittals directly related to this solicitation. All offers must include the unit price per ton for the crushed stone. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. Vendors wishing to respond to this RFQ should provide this office with the following: A price quote on company letterhead for the requested items showing unit price of the stone and delivery charges, submittals, delivery time after receipt of contract, payment terms, correct remittance address; and a completed copy of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items.
