Description
The U.S. Geological Survey (USGS) is interested in chartering a seaworthy vessel for a minimum of 28 days and a maximum of 35 days (not-to-exceed 35 days), between the dates 15 May and 25 June 2004. Actual trip timing and length will depend on weather conditions. The vessel charter is for salmon and oceanographic surveys in Kuskokwim Bay, Alaska. There are two Options to quote for this charter. Option 1 seeks a vessel capable of providing meals and lodging and will originate in Kuskokwim Bay and Option 2 seeks a vessel capable of working from a shore-based camp. Under Option 2, USGS will provide housing and meals for USGS employees. Option 2 cruise (day-trips) will originate and end in Goodnews Bay, Quinhagak, Eek, or Kwigillingok, Alaska. THE FOLLOWING APPLIES TO BOTH OPTIONS: The vessel will provide transportation and support for up to 3 people working for USGS. Project objectives include: collecting juvenile salmon distribution and foraging data and oceanographic data around Kuskokwim Bay. Operator experience and vessel suitability as determined by a USGS project leader/inspector will be a main factor in selecting the contract vessel. NOTE, that coastal and bay work will require vessel to operate in shallow (less than 1 fathom to 20 fathom) water. Boat operator's license and proof of insurance are required. Vessel must meet Coast Guard standards for an "oceanographic research vessel" for safe operations at sea in the geographic area of Kuskokwim Bay, Alaska; contact the Anchorage Coast Guard at 907-271-6762 for more information. Contractor will provide name and detailed description of vessel and a vessel survey with quote and include color photographs of the vessel and inside spaces. Vessel will be inspected before award. Captain must have 3 years experience. Vessel shall be capable of 10 knots cruising speed and be willing to move each day to a new mooring spot or base camp as directed by the project leader. The vessel master will identify areas of safe anchorage. The vessel shall be equipped with radar, GPS, Depth sounder, EPIRB, safety equipment, medical kit, current nautical charts, 2 VHF radios and enough U.S. Coast Guard approved immersion suits to outfit all 3 USGS employees in addition to vessel crew members. Vessel must be capable of towing a modified Kvichak Townet at 1-2 knots. The vessel must be fitted with a deck winch capable of recovering the townet and deployment of oceanographic instrumentation. All responsible small business sources may submit a quotation, which shall be considered by the agency. The NAICS code is 483112, for which the small business size standard is 500. A Request for Quote will be issued with an anticipated award date of April 12. See Note 1.
