Description
The Naval Surface Warfare Center Panama City, FL (NSWC-PC) intends to award a sole source contract to Rockwell Automation of Mayfield Heights, OH 44124 for procurement of Smart Motor Controller (SMC) enclosures, Programmable Logic Controller (PLC) enclosures, and Local Control (LC) enclosures. The items being purchased are: Part Name: Winch Interface Unit ? Unit 68, Manufacturer Part No.G18304952-TO, Quantity 4 each Part Name: Local Control Panel ? Unit 17, Manufacturer Part No. G18304952-AO, Quantity 4 each Part Name: Motor Control ? Unit 67, Manufacturer Part No.G18304952-BO, Quantity 4 each The contract will require the vendor to make design changes to the items to improve reliability and operability. The contract will contain an option for an additional two (2) sets of the equipments and an option for a cable aid to assist in installation. This acquisition is u nsuitable for full and open competition for the following reasons: Rockwell Automation developed a unique and specific design for the Smart Motor Controller enclosure, Programmable Logic Controller enclosure, and Local Control enclosure for the OK-520(V)2 Winch. Design upgrades to this specific and unique design hardware will need to be incorporated into these items prior to delivery. Only Rockwell Automation has the in-depth knowledge of their components to be capable of efficiently incorporating the upgrades in a timely manner. The Rockwell Automation components are currently compatible with, and have been tested with MCM combat system hardware in terms of technological adaptation, system software interfaces, and technological advances in proprietary hardware for this installation series. Rockwell Automation components have successfully passed all MCM required shock and v ibration testing for these unique enclosures. Delivery will be made within 220 days of award of the contract to the Naval Surface Warfare Center Panama City, 110 Vernon Avenue, Panama City, FL 32407-7001. NAICS Code 335312 applies. SBA Size Standard is 500 employees.
