Description
NASA/GSFC has a requirement for the development of one (1) instantaneous acquisition phase shifting speckle interferometer. NASA/GSFC intends to purchase this item from 4D Technology Corporation of Tucson, AZ, on a sole source basis due to the fact that the detail of the design and manufacture of the interferometer are proprietary to 4D Technology Corporation. The government is not aware of any other companies that meet the technical requirements for this procurement. The 4D Technology Corporation has developed proprietary technology to adapt its PhaseCam dynamic, simultaneous phase interferometer to function as electronic speckle pattern interferometer, which allows instantaneous acquisition of distortion maps in optical support structures both at ambient and cryogenic environment. This renders the interferometer quite resistant to errors from vibration, which are the main limiting factor to the accuracy of interferometric measurements. The basic PhaseCam technology has already been successfully used for testing of mirrors under vibration-intensive environments. The adaptation of this technology to function as electronic speckle pattern interferometer will allow these benefits to be applied to the testing of large, lightweight optical support structures and uniquely qualifies them for the development of an electronic speckle pattern interferometer. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c) (1), Only One Responsible Source. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 9, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
