- The Maritime Administration (MARAD) Washington, DC intends to issue a Request for Proposal (RFP) to provide education services at the Naval War College, Newport, RI. The individual providing these services will: support the Naval War College, its President, faculty, staff and students, in fulfilling responsibilities of the Emory S. Land Chair of Merchant Marine Affairs; prepare and deliver lectures; develop courses of instruction and case studies for consideration by naval and military officers and senior civilian officials regarding the merchant marine, the maritime industry, and means of obtaining strategic sealift service in time of crisis or war. Particular emphasis is placed on awareness with respect to MARAD's role in assuring access to commercial sealift and readiness of organic sealift through its national security related programs. Other related areas of focus involve naval control and protection of shipping in conjunction with allied nations and related points of maritime and admiralty law. The successful candidate will conduct seminars, workshops, study groups and advanced research on various topics, which may include merchant shipping and national security programs. The Awardee must: have a Master's Degree from either the U.S. Naval War College or other Master Degree accredited program, e.g. international relations, foreign affairs, economics, public affairs; act as maritime advisor to the President of the Naval War College; and support the development and conduct of war games. The Awardee must have a Secret level clearance and must be able to obtain and/or currently possess a Top Secret security clearance. The RFP and any related documents for this procurement will be made available to interested parties through electronic media available for downloading via the Internet at the U.S. Maritime Administration Virtual Office of Acquisition Website: http://voa.marad.dot.gov on or about March 5, 2004. No paper copies of the solicitation will be available. Potential offerors will be responsible for monitoring the Internet site for the release of all pertinent procurement documents.
