Ent Ave, Ste 105, Peterson AFB, CO, 80914-1385 Description This is a Sources Sought Notice only. This is not a request for proposal but a survey to locate potential sources to Operate, Maintain and Support (the Solid Phased Array Radar Systems SSPARS, AN/FPS-120 and 123 Radar Systems). The draft solicitation, when issued on or about 15 Nov 2004, will be a Request for Proposal (RFP) with a draft statement of work (SOW). A best value source selection will likely be the method of contractor selection. The 21st Contracting Squadron at Peterson Air Force Base (PAFB) Colorado seeks potential sources to provide 24-hours-a-day, 7 days-a-week operations for each geographically separated unit meeting mission requirements and other specified lesser requirements in support of the 21st Space Wing, Operations Group. The contractor shall be responsible for the Sea Launch Ballistic Missile Warning System (SLBMWS) and Ballistic Missile Early Warning System (BMEWS) at the following locations; Cape Cod AS, MA (SLBMWS), Beale AFB, CA (SLBMWS 2), Thule AB, GL (BMEWS Site 1), Clear AS, AK (BMEWS Site II) and RAF Fylingdales UK (BMEWS Site III). The mission for SSPARS provides early warning and attack assessment of a sea-launched ballistic missile, and/or medium range ballistic missile attack against the Continental United States (CONUS) and Southern Canada. The secondary mission is to provide space surveillance, tracking and reporting of Earth orbiting satellite vehicles. The subsequent contract will include a projected sixty-day phase-in period (30 Jul 2006-30 Sep 2006). It is anticipated that the contract performance period could be greater than 7 years. The contract type has not been determined but the current contract type is (FPIF/AF). The North American Industry Classification Systems (NAICS) Code is currently 517910. We anticipate that this will be a full and open competition. Additional information, as it becomes available, will be posted as amendments to this announcement. All amendments will be available for viewing on FedBizOps (FBO) at http://www.eps.gov. It is incumbent upon the interested parties to review the site frequently for any updates and amendments to any and all documents. All potential offerors are reminded, in accordance with Defense Federal Acquisition Regulations (DFARS) 252.204-7004, Required Central Contractor Registration, lack of registration in the Central Contractor Registration (CCR) will make an offeror ineligible for contract award. This Sources Sought Notice is also issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. All businesses capable of providing these services are invited to respond. Any information provided by industry to the Government as a result of this sources sought synopsis is voluntary. The Government will not pay for any information submitted in response to this sources sought synopsis. The government requests interested parties submit a brief description of their company's business size, business status (i.e., small business, disadvantaged, HUB zone, woman-owned), anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Include contract magnitude and points of contact for each example provided (name of the point of contact (POC), address, e-mail, telephone number, fax number, and the company's web page, if applicable). Please limit your response to not more than 10 single-sided pages. Each submission should include one electronic (virus scanned) copy sent via e-mail to the POCs listed under Original Point of Contact. Paper copies are optional.
