- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-20. ****The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is unrestricted and all responsible Parties may submit a quote. ****The National Institute of Standards and Technology (NIST), has a requirement for one (1) Automated Microhardness Testing System to be used by NIST?s Metallurgy Division to calibrate microhardness standards. All interested parties shall provide a quote for the following line items: ****LINE ITEM 0001: Quantity one (1) each Automated Microhardness Testing System with the following required specifications: **Two (2) closed loop force control load cells. Ranges, for both load cells: minimum of 25 grams or less at the lower range and not less than 900 grams at the upper range. The upper range can be greater than 900 grams, but not less. Test loads must be available in 5 gram increments minimum, and must be able to choose loads via computer program; **One (1) Knoop indenter attached directly to one load cell and one (1) Vickers indenter attached to one load cell; ** Both the Knoop and Vickers must have their offsets measured and certified by the Contractor using a high-powered microscope; **System must be completely automated and computer controlled; **Five position automatic turret holding three (3) optical lenses and two (2) force driven load cells. Operator must be able to choose by computer program, any of the five positions; **Optical lens requirements: 40, 200, 600 and 1,000 magnifications, with each lens having the highest numerical aperture available. Preference shall be given to lenses with the highest numerical aperture; **Adjustable loading rate for both closed loop forced control load cells. Loading rate minimum of one (1) second at the lower range. Loading rate for upper range shall be not less than eighty (80) seconds; **Adjustable dwell time. Loop 1: not to exceed one second. Loop 2: a minimum of eighty seconds; **Automatic overload sensing system; **Mechanical stop / kill button; **Optical light intensity preset and automatic recall; **Programmable X-Y traversing stage with a minimum travel of 20 mm x 20 mm either side of center; **Auto focus; **Auto image analyses system must include hardware and software to program stage movement, test patterns, number of tests per pattern, and hardness calculations; **The sample holding device must hold a minimum of three (3), 32 mm diameter samples and each sample must be capable of self-leveling. Sample thickness range shall be from 0 inches to 1.5 inches; **The three-mount sample holder must be programmable to randomly choose between any of the three samples; **System must be capable of automatically making a minimum of one hundred (100) indentations per pattern with a minimum of twenty (20) patterns per sample; **The system must calculate indent size and hardness on individual indents, and statistics on a minimum of one hundred (100) indentations per pattern minimum, twenty (20) patterns per sample; **There shall be an internal system to determine the accuracy of the instrument; **System must include a flat screen monitor, with a minimum resolution of 1024 x 768 pixels; **High-resolution digital camera, 700,000 pixels (0.7 Meg pixels); **Digital filar eyepiece connected to the tester; **Preference shall be given to Vendors willing take as a trade-in one (1), Wilson/ Tukon Model 300 BM microhardness tester. Microhardness tester is in excellent working condition with no operational issues or flaws. Tester was purchased new, by NIST, in 1985; **System must connect to, and fully operate with, one (1) Wilson/ Tukon Model 300 BM-AT microhardness tester; **Maximum dimensions: height - 40.0 inches, depth ? 25.0 inches, width ? 22.0 inches; ** Preference shall be given to systems that demonstrate the capability of being retrofitted to instrumented indentation (load displacement) as this technology is advanced. **Delivery of system shall occur not later than twelve weeks after receipt of order. Preference shall be given to systems that meet or exceed this delivery requirement.**** ****LINE ITEM 0002: Installation with the following required specifications: **Installation shall include, at a minimum, uncrating and removal of empty crate and packing materials, set-up and hook up of all equipment; integration of all new equipment with existing equipment; installation and start-up of all new software, turn-key start-up of the integrated system; functional test to ensure all components are working and demonstration of specifications. A factory-trained engineer must complete installation.**** ****LINE ITEM 0003: Training with the following required specifications: ****The Contractor shall provide training, on-site at NIST, for one (1) NIST employee. At a minimum, the training shall cover a complete description of the components of the microhardness testing system, a description of how each component works, a description and demonstration of the new software, with explicit instructions about how each segment of the software works. Training is anticipated to be not less than 8 hours.**** ****LINE ITEM 0004: Warranty with the following required elements and specifications: **Equipment must have a minimum one-year, comprehensive, free parts and labor warranty; **Within one-year warranty period, factory trained technician must be available to respond, on site, within 72 hours after notification from purchaser of a malfunction;**** ****DELIVERY SHALL BE FOB DESTINATION and shall be completed not later than twelve (12) weeks after receipt of order. The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The Contractor shall deliver to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. ****The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance, and 3) Price. Technical Capability, and Past Performance, when combined, are more important than Price. ****Evaluation of Technical Capability shall be based on the information provided in the quotation. . Quoters shall also provide data on the system?s capability to be retrofitted to instrumental indentation (load displacement) as this technology is advanced. Quotations shall include the make and model of the products, manufacturer sales literature or other product literature, which CLEARLY DOCUMENTS that the offered product(s) meet or exceed the specifications stated above. Quotes shall clearly identify the maximum performance under those specifications where the Government has identified a preference. In determining best value, the Government will give strongest consideration to trade?in credit, retrofit capabilities, lens aperture, and delivery date. ****Past Performance will be evaluated to determine the overall quality of the product and service, provided by the Contractor. Evaluation of Past Performance shall be based on information obtained from the references provided IAW FAR 52.212-1(b)(10) and/ or information provided by NIST or its? affiliates. Quoters shall provide a list of at least THREE (3) REFERENCES to whom the same or similar products have been sold. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed. ****The following provisions and clauses apply to this acquisition: Provisions: 52.212-1, Instructions to Offerors-Commercial Items; and 52.212-3 Offeror Representations and Certifications-Commercial Items.
