- The U.S. Department of Education intends to issue a purchase order to Digicon Corporation, 1355 Piccard Dr., Suite 200, Rockville, MD 20850, on a sole-source basis to complete the "Guide to ED Programs Migration: Complete Development and Launch", this project was started under Contract No. DTFA01-98-C-0065, which expired on February 2, 2004. The project was not fully completed because governmental delays prevented the development work from starting in time to complete the project before the contract expiration date. The project required that Digicon Corporation migrate the Guide to ED Programs from Lotus Notes to the Department-standard software environment of Cold Fusion and Microsoft SQL Server. Digicon was also required to integrate the databases supporting the Guide and the Department's Ask ED Database. This is not a request for proposals. However, all interested parties should submit a letter of interest to the contact person by the closing date in the notice. All interested sources should submit a capability statement for performing this requirement to the POC on for before the closing date of this announcement. In order for a vendor to be qualified to complete this project, the vendor must have proven past experience working with the Government Printing Office in developing cold fusion programming solutions to create discretionary grant publications (data used by Congress), within the Department of Education guidelines to create a publishable document.
