Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. Solicitation Number RFQCC0408 applies and is issued as a request for Quotation. This procurement is an Unrestricted Full and Open Competition for all qualified offerors. Attachments shall be forwarded to offeror by request. This solicitation document and incorporated provisions and clauses are those in effect through FAC 2001-18 dated 12/11/2003 and NIH Policy Manual Issuance 6012-26012-1 Offerors are required to request attachments from the Contracting Officer, aargaman@cc.nih.gov. The North American Industrial Classification System (NAICS) code is 561720 and the business size standard is 12 million dollars The Warren Grant Magnuson Clinical Center at the National Institutes of Health intends to purchase on a full and open competition basis specialized housekeeping services for Floors 10-13, the catheterization lab, the electro-physiology lab, the Cell Processing Lab and OR suites in the NIH Clinical Center for a period of seven months-from May 1, 2004 through November 30, 2004. This requirement is for the cleaning of some of the most acute inpatient care areas and operating room space in the Clinical Center. This space includes an organ transplant area, a bone marrow transplant area, the SARS inpatient and research area and the bio-terrorism vaccine research area. This consists of the inpatient units on the 10th through 13th floors of the Clinical Center. The specific units of the Clinical Center are 13 East, 13 West, 12 East, 12 West, 11 East, 11 West, 10 East, 10 West and 10D. The operating room suite consists of twelve operating theaters, supply and support rooms, offices and employee facilities. These operating rooms are used for research and may include innovative and sophisticated equipment not found in a typical hospital operating room. The catheterization lab (Cath Lab) and the Electro Physiology Lab (EP Lab) include large powerful magnets used for imaging. The Cell Processing Lab produces various cells for many different protocols. It is a large lab that also performs various experiments with blood and blood products. These spaces require servicing 24 hours per day, 365 days per year. the contractor providing the services have the requisite experience in doing housekeeping in a research medical center, be experienced in cleaning in situations with rare and deadly diseases-experience in dealing with SARs is preferable, have participated in the planning and/or cleaning of a new facility opening or major addition opening for a hospital or medical center., be totally familiar with the cleaning of patient areas after construction for immediate patient use and have performed such work, have passed at least two JCAHO inspections within the last three years and have the capability of providing and managing the wide scope of these services. . Parties responding to this solicitation may submit their offer in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc) but must include the following information: 1) company?s complete mailing and remittance addresses 2) discounts for prompt payment if applicable; 3) Dun & Bradstreet number; 4) Taxpayer ID number; 5) Response to the Technical Evaluation in Section E.2 of the RFQ. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications/Commercial Items with their offer. The Government intends to make a single award to the eligible, responsible offeror whose offer conforms to the solicitation, and is the most advantageous to the Government. The major evaluation factors for this solicitation are: the technical proposal will receive paramount consideration in the selection of the contractor for this procurement. In the event that the technical evaluation reveals that two or more offerors are approximately equal in technical ability, then the cost may become a significant factor in determining the award. In any case, the Government reserves the right to make an award to that offeror whose proposal provides the best overall value to the Government. Award may be made on the basis of the initial proposal submitted without conducting any discussions; therefore, the initial proposal should be submitted on the most favorable terms possible to the Government. The evaluation will be based on the demonstrated capabilities of the prospective contractors in relation to the needs of the project as set forth in this RFQ. The merits of each proposal will be evaluated carefully. Each proposal must document the feasibility of successful implementation of the requirement of the RFQ. In any case, the Government reserves the right to make an award to that offeror whose quotation provides the best overall value to the Government.
