- Description POWER LINE CLEARANCE, MCCHORD AFB, WASHINGTON. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This purchase request will be issued as a request for quotation (FRQ) under the following PR/solicitation number: F8090240510100. This PR and the provisions and clauses incorporated are those in effect through Federal Acquisition Circular 2001-20. This solicitation is 100 percent Small Business Set-Aside. The North American Industry Classification System (NAICS) code is 561730 (Tree Service) with a small business size standard of $6 Million. If adequate interest is not received from small business concerns, the solicitation will be issued as unrestricted without further notice. Therefore, replies to this notice are requested from all business concerns as well as small business concerns. The Statement of Work (SOW) for MFH Vegetation Trimming, Tree Trimming and/or Removal around high energy and secondary power lines is attached. See SOW for additional information and specific guidance governing contract performance. Delivery requirements are project completion within 90 days of award. A site visit of the approximate six (6) miles of electrical power lines will be conducted 8 April 2004, 9:00 AM, McChord Air Force Base, Washington; interested parties must stop at the Main Gate Visitor?s Center between 8:30 AM and 9:00 AM to obtain a visitor?s pass. Attending the site visit is strongly recommended. Contractors interested in attending the site visit should contact Jonathan Czarney at (253)-982-3873 or by email at jonathan.czarney@mcchord.af.mil by 4:00 PM PST, 7 April 2004 and provide name and driver?s license number. Maps and additional information may be made available at time of site visit. DOL is not issuing a wage determination. The Fair Labor Standards will apply. ---STATEMENT OF WORK for MFH POWER LINE CLEARANCE--- I. DESCRIPTION OF SERVICES 1. SCOPE OF WORK: The Contractor shall provide all personnel, equipment, tools, materials, supervision, and transportation necessary to complete all vegetation trimming, tree trimming and/or tree removal for Power Line Runs located in the Military Family Housing (MFH) area, McChord AFB, Washington. Vegetation Trimming and Tree Trimming or Removal shall be accomplished in a manner that meets both the environmental and line clearance needs while heeding all applicable safety precautions. The contractor shall ensure compliance with all Federal, State and local laws and regulations while providing vegetation trimming, tree trimming or tree removal infringing into the Power Line area. Vegetation, tree branch trimming or tree removal distances shall comply with distances referenced in "NATIONAL ELECTRICAL SAFETY CODE," "NATIONAL ELECTRICAL CODE," and AFJMAN 32-1082 Facilities Engineering Electrical Exterior Facilities, Section XIV. Project completion shall be 90 days from the award contract. II. SERVICE DELIVERY SUMMARY 2.0 Magnitude of Trimming. Complete tree and vegetation trimming for high-voltage (13.8 kV) electrical distribution line right of ways having an estimated total length of approximately six (6) miles and Secondary lines to Housing Units. Appendix 1 ? Tree Survey 2004, available upon request, shows an approximate number and location of trees for trimming/removal. Trees shall be trimmed to have a maximum clearance as measured from the outermost conductor, on each side, to the edge of vegetation. All power line tree trimming occurring within 15 feet of energized power lines must be supervised by a journeyman lineman or a person who has successfully completed an OSHA certified line clear training program. 2.1 Tree Condition. Trees must be left in as sound of a condition and appearance as possible. If leaving the tree in reasonable condition and appearance is incompatible with necessary clearance, the tree may need to be removed. One exception to the referenced AFJMAN will be to omit the requirement to treat the tree trimming wounds (found in paragraph 4-58 of the AFJMAN). If trimming will be so severe that it is likely the trimming will result in a dead tree, the tree should be removed, after receiving approval from the designated government official. 2.2 Tree Removal. Prior to removal of any tree, the Contractor shall contact the designated government official for approval. The Government is specifically interested in retaining Garry Oaks / Oregon White Oaks at McChord AFB. Should an entire tree located in an undeveloped area (i.e. when electrical lines are routed through wooded areas) needs to be removed; the stump of the removed tree shall be cut no higher than 2 inches above the adjacent natural grade. Should an entire tree that is located in any other area need to be removed, the stump shall be ground 4 inches below grade with the resulting wood chips transported to an approved disposal area. Rock free top soil shall be applied to fill the ground stump hole and certified weed free rye grass seed applied. 2.3 Salvageable Wood Disposal. Salvageable wood is defined as all trees and limbs with a diameter of six inches or more. The Contractor shall cut all salvageable wood into lengths of eight feet or less and haul to designated location on McChord Air Force Base identified by the Quality Assurance Person (QAP). The Contractor will remove all salvageable wood the same day that it is cut in developed areas (housing areas or within 75 feet of base facilities). 2.3.1 Tree Debris Disposal. Tree debris is defined as all trees and limbs less than six inches in diameter. The Contractor will remove all tree debris the same day that it is cut in developed areas. Also collect all fine (needles, leaves) tree debris lying on the ground in the vicinity of the tree generated by trimming/removal. Grass and bark areas shall be raked, streets, sidewalks and walkways shall be swept or otherwise cleaned to remove all fine debris from area. All pruning debris shall be removed on a daily basis from developed areas. Debris not picked up at the end of the work day shall be piled and marked with cones on main base public areas (areas that can be seen from paved streets). Debris shall be removed from all roadways and roads made passable at the end of the workday. The Contractor will transport all debris less than six inches in diameter off base for proper disposal. 2.3.2 Trimmed limbs of trees in undeveloped areas (with the exception of those trees or tree limbs with a diameter of six inches or more cut into lengths of eight feet or less and haul to designated location on McChord Air Force Base identified by the QAP ), shall be chipped, discarded, and spread out adjacent the cleared right of way into the undeveloped areas. Chips should not be blown up steep banks where there is a potential for them to wash back down, filling roadway ditches. Where chips are blown on site they should spread evenly with a depth not to exceed 3 inches. 2.4 SITE CONDITIONS: MFH is an integral part of McChord's "Base Appearance Program." The Contractor shall repair damaged turf and replace shrubs, fencing and lawn sprinkler heads damaged by the service provider's actions. All areas damaged by the Contractor?s vehicles or actions shall be repaired to match surrounding areas at no cost to the government. 2.5 GOVERNING DOCUMENTATION: Fire Prevention Standards During Contract Performance and Civil Engineering In-house Work Accomplishment, 24 Mar 93 edition of 62 AWR 92-2, available from the Base Civil Engineer. National Electrical Safety Code National Electrical Code AIR FORCE AFJMAN 32-1082 Applicable AFOSH Standards Applicable ANSI Standards 2.6. PERFORMANCE: The contractor's accomplishment of the work shall include maintaining or having access to sufficient equipment and manpower to complete the work within the specified time. The contractor shall coordinate their work with individual(s) appointed by the Contracting Officer to ensure a seamless operation and shall inform the government of their starting point and follow on schedule. Difficult tasks requiring line power shut down may be possible. Line power shut down shall be coordinated through the Government. If power is interrupted due to contractor's actions coordinated with the Government, the Government will restore the power. III. GOVERNMENT FURNISHED PROPERTY AND SERVICES 3.1 BASE MAP: Base Maps shall be provided to the contractor(s) to determine locations as required. 3.2 EQUIPMENT STORAGE AREA: An unsecured area will be provided for the contractor(s) to store equipment after duty hours. See the designated government official for location of storage area. 3.3 Security Police and Fire Protection. The government will provide security police and fire protection. The Contractor shall adhere to the security and fire directives, instructions, and policies of McChord AFB. 3.4 Emergency Medical Services. McChord AFB has no emergency medical services. 3.5 Emergencies. In case of emergency, the CO, base fire chief, and base operations officer, or their representative(s), have the authority to order the Contractor to terminate work and clear the area of personnel and equipment. The Contractor shall comply to such an order with all possible speed. If the base fire chief or base operations officer or their representative(s) interrupt the Contractor?s operations, the Contractor shall immediately notify the contracting officer of the delay. 3.6 Interruption of Utility Services. The Contractor shall not hold the government responsible for interruptions of utility service or liable for service provider delays, damages, or increased costs occasioned by any such interruption of service. IV. GENERAL INFORMATION 4.1. CONTRACTOR'S REPRESENTATIVE: The contractor shall provide a point of contact, in writing, to the Contracting Officer prior to the contract start date. The point of contact shall have full authority to act on behalf of the contractor on all contract matters. 4.2. CONTRACTOR'S EMPLOYEES: The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the contracting officer as a potential threat to the health, safety, security, general well being, or operational mission of the installation and its population. 4.2.1. The contractor shall make sure employees have current licenses and valid professional certifications to accomplish the services before starting work under this contract and are in compliance with all federal, state, and local environmental requirements or laws. 4.2.2. The contractor shall not employ any person who is an employee of the United States Government if employing that person would create a conflict of interest or the appearance of a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives government approval. 4.3 CONTRACTOR ACCESS TO AIR FORCE INSTALLATIONS (JUN 2002) (LOCAL) AFFARS 5352.242-9000. (a) The contractor shall obtain base identification and vehicle passes for all contractor / subcontractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Every person (contractor/subcontractor) must obtain a pass, long term or short term, (AF Form 75) to gain entry to base. Short- term passes (24 hours or less) may be obtained at the Main Gate Visitors Center. All passes for longer than 24 hours are issued at Pass and Registration, Building P-7. Duty hours are 0730-1630 hours, Monday through Friday. Large vehicles (pickup trucks or larger) that carry tools, tool boxes, equipment, supplies, etc. shall use the Large Vehicle Search Gate (North Gate) for base access. Passenger type vehicles including minivans and pickup trucks that do not carry tools, tool boxes, supplies, and equipment, etc. shall use the Main Gate for base access. All contractor / subcontractor employees shall exit via the Main Gate. . Contractors / subcontractors will not have access to base facilities other than work location, except for on-base eating facilities located in the Base Exchange, Burger King, and Co-Located Clubs (BLDGS 700 & 1146). Contract work hours will be as stated in the Statement of Work. Contractors / subcontractors will not have access to the base on nights and weekends unless the contract requires work to be done at those times. Any vehicle entering the base is subject to inspection at any time. Refusal may result in the individual being temporarily or permanently barred from the base. (b) All contractors / subcontractors are subject to criminal background checks prior to being allowed on base to work. Contractors / subcontractors will not be issued passes prior to submitting to background checks and being cleared by SFS (approximately a two week period). Contractors / subcontractors may be barred from base at the Installation Commander?s discretion based on unfavorable information resulting from background checks. The contractor shall submit a written request to the contracting officer electronically in Excel format. A statement that all personal information will be handled in the manner required by the Privacy Act of 1974 shall be included on the form. The request shall include the following information for each contractor / subcontractor employee: Full name, driver?s license number including state of issuance (or date of birth if no driver?s license is available), contract number / solicitation number, expiration date, and Contracting Office point of contact/telephone number. The contracting officer will endorse the request and forward it to the Security Forces Pass and Registration Office for processing. When reporting to the pass and registration office, the authorized contractor individual(s) shall provide a valid driver?s license, current vehicle registration, and valid vehicle insurance certificate to obtain a vehicle pass. Contractors / subcontractors will not be allowed to escort any contractor / subcontractor employees onto the base. Personnel that are not United States citizens or are foreign nationals may be required to provide additional identification documents with the request for base access. Special authorization may be necessary, prolonging approval / disapproval. The Government reserves the right to deny access to anyone. Failure to allow a contractor / subcontractor employee on base does not constitute justification for a time extension or request for equitable adjustment. (c) During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned contractor / subcontractor personnel. If contractor / subcontractor employees are added after initiation of work, the base entry list, in its entirety, indicating additions / deletions, shall be resubmitted not later than seven (7) days prior to the individual(s) starting work on McChord AFB. (d) The contractor shall also be responsible for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site. Contractors must return passes if an individual is no longer part of the contract (finished with portion of work, terminated from service, barred from base). Contractors must report lost passes. Contractors must report missing employees with passes. Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office. Failure to comply with this requirement may result in withholding of final payment. (f) Contractor/subcontractor access may be limited or not allowed in higher Force Protection Conditions (FPCONS) or higher threat situations. In higher FPCONS, entry may be limited to only the contractor (North) Gate. Contractor POVS/unmarked contract vehicles may not be allowed in higher FPCONS.
