Description
THE FOLLOWING CORRECTED INFORMATION REPLACES IN IT'S ENTIRETY THE ORIGINAL DESCRIPTION OF WORK INFORMATION: 1.CONTRACT INFORMATION: This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan for that part of the work it intends to subcontract. The FY04 subcontracting goals for this contract are a minimum of 57.2% of the contractor's intended subcontract amo unt be placed with small businesses, 10.0% of that to small disadvantaged businesses, 10.0% to woman-owned sma ll businesses, 3.0% to HUBZone small businesses and 3.0% to service-disabled veteran-owned small businesses. The subcontracting plan is not requi red with this submittal. All responders are advised that this project may be cancelled or revised at any time during the solicitation, selection, evaluation, negotiation and final award. The contract shall be an indefinite delivery firm fixed price. The contract limit is $1,000,000. The contract may include options for two additional option years and an addition al $1,000,000 per year for a total contract amount of $3,000,000.00 for 3 years. There will be no specific task order limit except for the contract limit. Contract award is anticipated for July 04. 2. PROJECT INFORMATION: The AE selected would be requ ired to have sufficient staff, flexibility, and capability to be available on an as-needed basis. Typical types of services to be provided are evaluating existing HVAC systems, plumbing, electrical, structural and utilities systems designs to repair or re place these systems, asbestos/lead surveys, site improvements, landscaping, and design of minor renovations. LOCATION: Pr imarily Various Locations, Alaska. 3. SELECTION CRITERIA: The following selection criteria headings are listed in descending order of importance. Criteria A-E are primary selection criteria. (A) specialized experience and technical competence i n (weighted equally): (1) design of architectural, civil, structural, mechanical, electrical renovation and repair jobs; (2) preparation of plans and specifications for military construction projects; (3) steam/condensate, water, electrical, sewage u tility systems, and road/parking lot design; (4) construction cost estimating, and (5) arctic design experience; (B) minimum professional personnel in the following disciplines: (1) 1 registered mechanical engineer and 1 registered electrical engineer, eac h with 5 years post-graduate experience; (2) 1 registered architect , 1 registered civil engineer, 1 registered structural engineer, 1 fire protection engineer, 1 registered landscape architect, 1 certified cost estimator, and 1 certified hazardous mater ials engineer. Responding firms MUST address each discipline, clearly indicate which shall be subcontracted, and provide a separate SF254 and SF255 for each subcontractor necessary. The contractor shall employ , for the purpose of performing that por tion of the contract work in the State of Alaska, individuals who are residents of the State, and who, in the case of any craft or trade, possess or would be able to acquire promptly the necessary skills to perform t he contract; (C) past performance on DO D and other contracts with respect to cost control, quality of work, and compliance with schedules; (D) capacity to maintain schedules and accomplish required work on three simultaneous delivery orders; (E) knowledge of locality: availability of A-E staff to meet frequently with DPW personnel in Anchorage and Fairbanks and ability to mobilize staff to Alaskan project sites on relatively short notice. Criteria F-H a re secondary and will only be used as 'tie-breakers' among technically equal firms. (F) location of the firm in general geographical area of the projects ; (G) volume of DOD contract awards in the last 12 months; and (H) extent of participation of SB, SDB, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the estimated effort. 4. SUBMISSION REQUIREMENTS: Firms submitting their qualifications should provide ONLY 1 c opy and must include a POC and phone number in block 8c of the SF 255. In SF 255, Block 10, describe the firm??????s overall Design Quality Management Plan. A project-specific design quality control plan must be prepared for Government approval as a cond ition of contract award, but is not required with this submission. In Block 10, also indicate the estimated percentage involvement of each firm on the proposed team. Include an organization chart of the key personnel to be assigned to the project and relat ionship of project team to overall organization of the firm. The 11/92 edition of the forms MUST be used, and may be obtained from the Government Printing Office, by calling the administrative contact named above, or from commercial software suppliers for use with personal computers and laser printers. Submittals must be received at the address indicated above not later than COB (4:00 pm Alaska time) on 05 April 2004. Any submittals received after this date cannot be considered. No additional info rmation shall be provided, and no faxed submittals shall be accepted. Solicitation packages are not provided. Note regarding hand carried submittals, express mail or mail delivered commercially: If a firm does not have a current pass to gain entry to th e base, the firm must request a day pass to deliver the submittal by using the following procedures: Two (2) days prior to delivery, the firm must provide the solicitation number, name of person or persons delivering the proposal, and name of employer. Thi s information must be faxed to 907/753-2544 or forwarded electronically to the POC identified herein. This will be a day pass only. All passes are issued at the Boniface Gate, Elmendorf AFB only. Each driver must provide a valid drivers license, proof of c urrent insurance, current IM certificate, and current valid vehicle registration. Requests forwarded after this date will not be considered. No additional information shall be provided, and no faxed submittals shall be accepted.
