- The US Army Medical Research Acquisition Activity intends to negotiate a sole source contract for the National Biodefense, Analysis and Countermeasure Center (NBACC), Department of Homeland Security with the University of Medicine and Dentistry of Ne w Jersey. The intent is to make a sole source award pursuant to FAR 6.302-1. The procurement is for a set of recommendations related to biosecurity for the purpose of developing clear understanding between intra-governmental, public and private individu als of the critical components of the Nation??????s new defenses, and to create functional and creative strategies to achieve this goal that come as a result of the two symposiums. The University of Medicine and Dentistry of New Jersey is the conference organizer and the only source that can provide the conference recommendations and conclusions. This notice of intent is not a request for competitive quotes. Any firm that believes it can provide the stated capability within the established timeframe are invited to submit written notification to the Contract Specialist no later than 02 Apr 2004. Supporting evidence must be furnished in sufficient detail to demonstrate the firm??????s ability to provide the stated capability within the established timefram e. Responses received will be evaluated, however , a determination by the government not to compete the proposed procurement based on responses to this notice is solely within the discretion of the government. If no responses are received, USAMRAA will proceed with the sole source contract.
