- The Department of the Interior, GovWorks (DOI/GovWorks) intends to award a sole source fixed-price contract to the New England Board of Higher Education (NEBHE) under the authority of the Department of Interior Franchise Fund on behalf of the U.S. Department of Health and Human Services/Office of Minority Health (DHHS/OMH). DOI/GovWorks intends to issue a sole source contract under the authority of FAR Part 6.302-3 (a) (ii). This is a contract by negotiation using FAR Part 15. The purpose of this contract is to conduct a feasibility study for creating a Multi-Tribal College in New England to better address the higher education needs of federally recognized tribes and Urban Indian centers in the region consisting of: Maine, New Hampshire, Vermont, Massachusetts, Rhode Island and Connecticut. This project shall determine the viability of such an institution and the possible forms it might take. This study should address logistical issues prior to moving forward into a planning and development phase. This study should document the available resources and leading community needs; the economic and educational viability of such a project; the cost-benefits analysis of different Tribal College configurations (e.g. core campus, satellite campuses, and distance learning programs), address questions of governance, sustainability, and even location. Responses will be evaluated based upon the contractor's experience and expertise in working on the following projects: 1. The Regional Student Program (RSP), 2. Connection: The Journal of the New England Board of Higher Education, 3. The Excellence through Diversity (ETD), and 4. The New England Technology Education Partnership. Today, each New England state is represented on the New England Board of Higher Education by eight delegates -- leaders of education, business and government who are appointed by their states' governors and legislative leadership. Who are supported by a staff of dedicated professionals who work closely with public and private partners throughout the six-state region. Against a backdrop of deep economic uncertainty and exploding college enrollments fueled by the G.I. Bill, the Governors of the listed states formed the NEBHE and committed their states to the shared pursuit of excellence. Soon after that, NEBHE was approved by New England's six state legislatures and authorized by the U.S. Congress. Based on the NEBHE's comprehensive work experience in the areas of diversity, research, education, curriculum development and their Native American participation on their board, they are uniquely suited and qualified to undertake this contract. This is not a request for competitive proposals. However, all information received within fifteen (15) days of this notice will be considered by the Government. A determination by the Government not to compete this action is based on this notice is solely within the discretion of the Government.
