Description

The project consists of a roof replacement and roof-related renovations at the P&DC located at 809 Nueces Bay Blvd in Corpus Christi TX. Work includes but is not limited to the following: Remove existing roof down to the deck; replace or repair roof deck as indicated; install 2 layers of rigid board insulation; install crickets & tapered insulation as indicated; adjust height of roof drains, clean out drains, and replace strainers/ rings as shown; new overflow scuppers; raise HVAC units for flashing height increase; install new walkway pads; install new pre-finished sheet metal ?M? panels; provide interior protection plan; provide temporary A/C in computer room; provide new gravel covered, four-ply fiberglass asphalt built up roof with 20-year NDL warranty. No asbestos detected in any tested roofing material. The estimated construction cost is between $1,500,000.00 and $1,600,000.00 and the construction time is 200 calendar days. The project will need to accommodate 24-hour Postal operations. Award will be made to the responsible offeror who submits the best combination of Technical Proposal, and Cost Proposal. The primary areas to be used in determining which proposal is most advantageous to the Postal Service are listed below: 1. Past Performance. 2. Capability. Successful offeror must submit their Subcontracting Plan for Small and Minority-Owned, and Woman-Owned Business initially and thereafter with their progress payment requests. The contractor should attempt to subcontract with minority business firms in an amount aggregating not less than 10% and subcontract with woman-owned business firms in an amount not less than 7% of the total value of its subcontracts. Offeror must include documentation from bonding agent indicating offeror?s capability at the time offer is due. The successful contractor will be required to provide 100% Performance and 100% Payment Bonds within forty-eight (48) hours after notification of award. Offers will be received in this office, prior to, but not later than 3:30 p.m. on April 30, 2004. Proposal documents, plans and specifications will be available on March 31, 2004 at a cost of $75.00 per set (NON-REFUNDABLE) payable by check or money order only. Requests for packages shall be forwarded to Southwest Facilities Service Office, U.S. Postal Service, P.O. Box 667180, Dallas, TX 75266-7180, Attn: Becky Toman, Telephone: 214/819-7201. Checks or money orders must be made payable to DISBURSING OFFICER, USPS. Since this is a request for proposals, offers will not be publicly opened. The number of offers received, the identity of the offerors, the amount of any one offer, or relative standing of offeror will not be disclosed. Plans may be inspected at the issuing office and any questions and/or information regarding this solicitation may be obtained by calling Sherman Sims, Project Manager at 214/819-7236. Offerors are encouraged to submit their proposal by one of the methods offered by the U.S. Postal Service (First Class, Priority Mail, or Express Mail).
