- Design and install a gaseous agent fire suppression system for the basement telephone room in the Mid-Atlantic Social Security Center at the Social Security Administration building located at 3rd & Spring Garden Streets, Philadelphia, PA. Provide all material and work required to design and install the gaseous fire protection system, fire alarm, and electrical connections as shown in the Construction Documents. Best Value procedures will used for this solicitation. The basis of award shall include the following criteria in addition to price and past performance: Contractors will be required to submit data for approval which shows that he has successfully installed FM-200 gaseous fire suppression systems of the same type and design as specified in the contract documents, or that the contractor has a firm contractual agreement with a subcontractor having such required experience to be determined responsive. The data to be submitted shall include the names and locations of at least two installations where the Contractor, or the subcontractor referred to above, has installed such systems. The Contractor shall indicate the type and design of each system and certify that each system has performed satisfactorily in the manner intended for a period of not less than 18 months. The Contractor will be required to furnish the services of a qualified fire alarm system manufacturer's representative or technician, experienced in the installation and operation of the type of system being provided, to supervise the testing, including formal testing, adjustment of the system, and instruction to personnel. The Contractor will be required to, as a minimum, provide 24-hour emergency service, 7 days a week and shall be able to respond to an emergency situation within 2 hours of receiving an emergency trouble call and to maintain no less than $2 million liability insurance. The estimated cost range of this project is between $25,000.00 and $100,000.00. The North American Industrial (NAICS) code is 238990 and the size standard is $12.0 million. As required by the Federal Acquisition Regulations, Contractors are required to be registered in the Central Contractor Registration (CCR) database to be considered for award. This solicitation is set-aside for small business concerns only. Offers that are not from small businesses shall not be considered and shall be rejected as non-responsive.
